A Palm Coast man and a Tennessee man were the latest arrested for allegedly masturbating at Graham Swamp, in front of an undercover cop, the first such arrests there since 2013.

William Birch Jr., 28, was pulled out of his car with fluid in his lungs and in critical condition. His brother Aaron Gordon, 25, was not injured. The two had been arguing just before the wreck.
