What’s more notable about Joe Mullins is his pattern of seeking to get out of penalties, and of reaching out to public officials to do so or invoking their names either to get out of a ticket or in attempts to get out of being adjudicated and getting points on his license, with a promise that he’d never do it again. The sum total of the investigations as detailed in arrest reports paints a picture of young men involved less in anything like organized gang behavior so much as idiotic, impulsive, juvenile acts of tit-for-tat belligerence and thoughtless retaliation, damning the consequences.

The prosecution wanted his bond revoked following an jail incident in which Barnes allegedly attacked another inmate and forced him to drink urine. The defense wanted the bond reduced to $100,000, so Barnes could go home. The judge denied both.

Sheriff Rick Staly today said the January killing of 16-year-old Noah Smith and this week’s killing of 16-year-old Keymarion Hall are related, and that Terrell Anthony Sampson, 18, of 404 Church Street in Bunnell, was arrested in connection with Smith’s killing. Sampson faces an unrelated charge of possessing a weapon as a delinquent. CrimeStoppers is offering a $15,000 reward in information leading to an arrest in the Smith killing.

Danville Israel Tardiel, a 64-year-old resident of South Coopers Hawkway in Palm Coast, was killed Thursday night on I-95 when an SUV struck him. He was on foot. The circumstances of the fatal crash are not clear.

The Flagler County Commission Monday unanimously voted to approve an order declaring a pair of German shepherds in the Hammock “dangerous,” and requiring the dogs’ owner to abide by rules severely restricting the dogs’ freedom. The dogs had been terrorizing the neighborhood, injuring other dogs and their owners since 2017.

A man and a woman were reported shot at and one of them wounded in an apparent drive-by on I-95 near Matanzas Woods Parkway in Palm Coast late Saturday night. The man was taken to a hospital as a trauma alert. The woman was treated and released at the scene.
