Cookie Citations in Bunnell: The Bunnell Police Department has teamed up with, Luke, Tim and the staff at Sarafina’s to seek out all good kids in our neighborhoods. From July 1
through August 9, 2019 our Officers will issue a Cookie Citation good for one free cookie to all kids observed doing the right thing. The “Recipe for a Citation” is detailed on the citation: Be respectful, be honest, be responsible, be grateful, be kind. This program gets the Officers out of their vehicles and encourages a positive one-on-one experience with a police officer, encourages kids to see officers as friends and mentors, helps build bridges of trust, understanding and civic responsibility, and invests in the community, according to the city. The Police Department advocates “Building community relationships through integrity, trust and communication and the Cookie Citation initiative will help build relationships in a positive setting,” says Police Chief Tom Foster (above). Tuesday morning at 9 a.m., via telephone conference (phone number 605-472-5673, code 137130; interested in person attendees may sit in on the call at Wright & Casey, P.A., 340 North Causeway, New Smyrna Beach, FL 32169), the Seventh Circuit Judicial Nominating Commission will convene for the purpose of discussing a letter dated July 2, 2019, received from Joe Jacquot, General Counsel, announcing a new judicial vacancy in the Flagler County Court, Seventh Judicial Circuit, created by House Bill 5011 during the 2019 Legislature, effective July 1, 2019. Said letter requests that the Seventh Circuit Judicial Nominating Commission convene for purpose of selecting and submitting to the Governor the names of highly qualified individuals for consideration and appointment to the Flagler County Court, Seventh Circuit. The Commission has until Friday, August 30, 2019 to complete its work.

The Palm Coast City Council meets in workshop at City Hall in Town Center at 9 a.m. The council will discuss its general fund budget and set a preliminary property tax rate for next year. It will also get an update on council priorities.

The The Flagler County School Board meets in workshop at 3 p.m. in training room 3 on the third floor of the Government Services Building, Bunnell.

The Flagler County Affordable Housing Committee meets at 8:30 a.m. in the Financial Services Conference Room, 1769 E. Moody Blvd., Bldg. 2, Third Floor, Bunnell.

The Flagler County Planning and Development Board meets at 6 p.m. in Board Chambers at the Government Services Building, 1769 E. Moody Blvd., Bldg. 2, first floor, Bunnell.

Navy Bombing in the Ocala National Forest: Navy training schedules indicate that inert and live bombing will take place at the Pinecastle Range Complex located in the Ocala National Forest this week. Bombings at times can be heard in Flagler-Palm Coast. The bombings are scheduled as follows:

Thursday: 1 p.m. to 1 a.m. – LIVE/Inert
Friday: 1 p.m. to 1 a.m. – LIVE/Inert
Saturday: 1 p.m. to 1 a.m. – LIVE/Inert
Sunday: 6:30 p.m. to 1 a.m. – LIVE/Inert

During bombing periods wildlife may be temporarily displaced. Use extra caution when driving through the Ocala National forest and surrounding areas. Secure any items around your residence that could attract wildlife. Always be mindful of larger animals including black bears and practice bearwise measures. Flagler Beach Is Open For Business: A1A Construction Update:

FlaglerLive is providing weekly updates to year-long construction on and near State Road A1A in Flagler Beach as the Florida Department of Transportation rebuilds a 1.5-mile segment from South 9th Street to South 22nd Street, and builds a sea wall at the north end of town. These updates are provided through DOT or local officials. If you have any relevant information or images, you’re welcome to email them to the editor here.

Protecting Turtles

Now that turtle nesting season has started in the Flagler Beach area, local Turtle Patrol volunteers are checking the beach within the project limits every day to locate any new nests. In Segment 3, north of North 18th Street, work cannot begin until the beach is checked. If a nest is discovered, the nest will be marked, and work will not be allowed within 10 feet of the nest, as specified in the environmental permits issued for this project.

The Turtle Patrol also is monitoring the beach in the project limits of Segment 1, from South 25th Street to South 22nd Street, where plans call for dune revetment involving additional sand and plants.

July 4 Holiday Work Break:

The contractor will not be working on any of the three segments from July 4 through July 7. Work will resume on Monday, July 8, and will occur six days a week.

Segment 1 South 25th Street to South 22nd Street):

The contractor has placed most of the plants in this section. No planting is scheduled to occur over the next two weeks.

Segment 2 (South 22nd Street to South 9th Street):

Work next week will take place Monday – Wednesday and will include removal of the old water main between South 13th Street and South 20th Street. French drain construction is expected over the next few weeks near South 10th Street, and between South 15th and South 16 streets.

Sidewalk installation is expected between South 14th and South 16th streets, with grading for new sidewalk occurring between South 16th and South 17th streets.

The contractor is also preparing to place lime rock base on the southern end of the project.

Segment 3 (North 18th Street to Osprey Drive) Project Update:

The contractor continues to drill piles for the secant wall, and form and pour the concrete cap over the wall. Drilling is expected to be finished within the next two weeks, with cap construction finishing a few weeks later. Crews also continue to place sand over the new wall and form the dunes.

U.S. 1 and Old Dixie Highway Roundabout Construction Updates:

FlaglerLive is providing weekly updates to the planned 15-month, $4.1 million construction of a roundabout at U.S. 1 and Old Dixie Highway. The project started in late January and is scheduled for completion by spring 2020.

The Florida Department of Transportation will be closing Old Dixie Highway and C.R. 325 at U.S. 1 on Monday night, March 4, from about 8 p.m. to 6 a.m. The closure is needed to allow the contractor to make improvements to the crossover at the temporary intersection. U.S. 1 will remain open in both directions.

STORM HARDENING PLANS CONSIDERED: The Florida Public Service Commission will take up a series of issues, including approval of storm-hardening plans for Florida Power & Light, Tampa Electric Co., Duke Energy Florida, Gulf Power Co. and Florida Public Utilities Co. Utilities develop the plans to help their electrical systems better withstand hurricanes and other storms. (Tuesday, 9:30 a.m., Betty Easley Conference Center, 4075 Esplanade Way, Tallahassee.)

FPL IRMA COSTS AT ISSUE: The Florida Public Service Commission will hold a hearing to consider Florida Power & Light’s costs in restoring power after Hurricane Irma in 2017. FPL and the state Office of Public Counsel, which represents consumers in utility issues, reached a settlement last month on about $1.3 billion in Irma-related costs — and a process to better track expenses during future storms. Utilities typically are allowed to recoup storm-restoration costs from customers through tacking on extra charges to monthly electric bills. But utilities also have to go before the Public Service Commission to justify the details of the costs. FPL says it spent $1.375 billion to restore electricity after Hurricane Irma blew through the state. But in filings as recent as late May, the Office of Public Counsel, the Florida Industrial Power Users Group and the Florida Retail Federation questioned hundreds of millions of dollars in costs. The settlement, which was joined last month by the Florida Industrial Power Users Group, would resolve the cost issues if it is approved by the Public Service Commission. Earlier, FPL decided to use savings from a 2017 federal tax overhaul to cover the Irma restoration costs, rather than adding charges to customers’ monthly bills. (Tuesday, hearing will follow a 9:30 a.m. regular Public Service Commission meeting, an internal affairs meeting and a Duke Energy Florida solar-project hearing, Betty Easley Conference Center, 4075 Esplanade Way, Tallahassee.)
