The Public Safety Coordinating Council meets at 8:45 a.m. in the Emergency Operations Center, 1769 E. Moody Blvd., Building 3, Bunnell.

In Court: Jonathan Canales, 30, accused of shooting his wife in the neck in their Mondex home and denying her medical attention in 2014, is scheduled for a pre-trial on an aggravated battery with a firearm charge (downgraded from attempted murder) before Circuit Judge Dennis Craig in Courtroom 401 at the Flagler County courthouse at 1:30 p.m. The case has long been delayed as Canales had previously been determined to be incompetent to stand trial. Mass Valentine’s Day Wedding: Flagler County Clerk of Court Tom Bexley officiates at a mass wedding, coinciding with Valentine’s Day, on the steps of the Flagler County Courthouse in Bunnell. Thirteen couples have registered to be married and four couples have registered to have their vows renewed, including Bexley’s parents. Bexley intends to make the annual Valentine’s Day marriages a new local tradition. “There’s a number of other state offices in Florida that do that, it’s good for public relations, it teaches people a little but about what we do,” Bexley said. “It feels good. Flagler Beach’s Economic Development Task Force meets at 4 p.m. at City Hall.

Linda Cole performs her musical magic and entertain with Valentine’s Day trivia. Rumor has it she may even enhance her program with “someone” playing the saxophone, 2 p.m. in the Doug Cisney Room of the Flagler County Public Library, it’s free. Live and inert bombing: Navy training schedules indicate that live and inert bombing will take place at the Pinecastle Range Complex located in the Ocala National Forest, which may rattle windows in Palm Coast and Flagler County. The schedule is as follows:

• Wednesday: 8:30 a.m. to 10 a.m. – Inert
• Wednesday: 3 p.m. to 5 p.m. – Inert
• Thursday: 8:30 a.m. to 10 a.m. – Inert
• Friday: 11 a.m. to 11 p.m. – Live/Inert
• Saturday: 11 a.m. to 11 p.m. – Live/Inert
• Sunday: 11 a.m. to 11 p.m. – Live/Inert

During bombing periods wildlife may be temporarily displaced. Use extra caution when driving through the Ocala National forest and surrounding areas. Secure any items around your residence that could attract wildlife. Always be mindful of larger animals including black bears and practice bearwise measures. The Palm Coast Arts Foundation welcomes two new trustees: Robert Alex and Anthony Morales. Alex, elected to the position of Vice President, was an active member of the Palm Coast Arts Foundation during their formative years. He’s been very active in the community, having run for Flagler County Commissioner, served on the County Economic Opportunity Advisory Council, been a member of the Flagler County Agricultural Business Retention & Expansion Program, and Ambassador Member of the Board of Directors for Angel Flight Southeast. He brings to PCAF a broad business experience which includes facilities procurement, design, and build-out for a national corporation; Founder & CEO of a manufacturing company, marketing and product development; graphic arts and set-design for NBC-TV; Vice President of Franchising, and Branding for a fast food chain; and managing partner of a well-known New Jersey discoteque. “We are thrilled to have Bob return to PCAF,” Sam Perkovich, president of the foundation’s board, said, “and with his history of the organization and his involvement in the community, I understand why he is admired by so many. His wisdom and experience will provide a great asset as we move forward on our cultural arts complex here in Town Center.” Also elected to the Board of Trustees is Anthony Morales, a native of Palm Coast and a graduate of the University of Florida. He is employed by Brown & Brown Insurance as a Commercial Insurance Advisor and comes to PCAF with experience with music festivals.

SENATE WEIGHS NEEDLE EXCHANGES, GUN BILL: The Senate could approve a bill (SB 800), filed by Minority Leader Oscar Braynon, D-Miami Gardens, that would expand a pilot needle-and-syringe exchange program to try to prevent the spread of diseases such as HIV. Also, the Senate could vote on a bill (SB 1048), filed by Sen. Dennis Baxley, R-Ocala, that would help clear the way for people with concealed-weapons licenses to carry guns at churches. People cannot currently carry guns at churches if schools are on the grounds. (Wednesday, 10 a.m., Senate chamber, the Capitol.)

UNDERAGE MARRIAGES AT ISSUE: The House will consider numerous issues during a floor session, including bills (HB 335 and SB 140) that seek to ban or limit the ability of minors to get married in Florida. Among other issues, the House is scheduled to take up a bill (HB 585), filed by Rep. Randy Fine, R-Palm Bay, that would expand the allowed uses of tourist-development taxes to include infrastructure projects. (Wednesday, 1:30 p.m., House chamber, the Capitol.)

FRACKING BAN CONSIDERED: The Senate Environment and Natural Resources Appropriations Subcommittee will consider a proposal (SB 462), filed by Sen. Dana Young, R-Tampa, that would ban the oil- and gas-drilling technique known as fracking. (Wednesday, 1:30 p.m., 301 Senate Office Building, the Capitol.)

WIDE-RANGING EDUCATION BILL ON TABLE: The Senate Pre-K-12 Education Appropriations Subcommittee will take up a bill (SB 1434), filed by Chairwoman Kathleen Passidomo, R-Naples, that deals with a wide range of issues, including mental-health services in schools, school turnaround efforts and the Florida Tax Credit Scholarship Program. (Wednesday, 1:30 p.m., 412 Knott Building, the Capitol.)

ALTERNATIVE TRANSPORTATION AUTHORITY PROPOSED: The Senate Transportation, Tourism and Economic Development Appropriations Subcommittee will consider a proposal (SB 1200), filed by Sen. Dana Young, R-Tampa, that would create the Statewide Alternative Transportation Authority, which would address issues such as autonomous vehicles. (Wednesday, 1:30 p.m., 110 Senate Office Building, the Capitol.)

TRAUMA REVAMP AT ISSUE: The Senate Health and Human Services Appropriations Subcommittee will take up a bill (SB 1876), filed by Sen. Dana Young, R-Tampa, that would revamp the state’s process for approving trauma centers. The proposal comes after years of legal battles involving hospitals and the Department of Health about new trauma centers. (Wednesday, 4 p.m., 401 Senate Office Building, the Capitol.)

HBCU SCHOLARSHIP PROGRAM PROPOSED: The Senate Higher Education Appropriations Subcommittee will consider a proposal (SB 1526), filed by Sen. Audrey Gibson, D-Jacksonville, that would create the Historically Black Colleges and Universities Matching Endowment Scholarship Program. (Wednesday, 4 p.m., 412 Knott Building, the Capitol.)

LOBBYIST DISCLOSURES DUE: State lobbyists face a Wednesday deadline for filing reports detailing their compensation during the fourth quarter of 2017.
