Florida Hospital Flagler has named board certified radiation oncologist Dr. Luis Carrascosa as physician of the quarter. Carrascosa specializes in providing advanced radiation therapy to treat cancer. “Dr. Carrascosa is loved and respected for excellent communication skills and great personality,” a colleague wrote in a nomination. “Patients often say that Dr. Carrascosa has the most caring and compassionate heart. He goes above and upon call of duties and he is always taking the time to answer patient’s questions and helping them understand process.” (FHF)

The Palm Coast City Council meets in workshop at 9 a.m. at City Hall in Town Center. Council members will discuss a long-awaited joint agreement with county government on emergency services communications and two other such agreements.

Long Creek Nature Preserve: The City of Palm Coast is planning to apply for a grant to fund new walking trails and paths at Long Creek Nature Preserve, and as part of the grant application process, the City will hold a public meeting to receive citizens’ comments on the proposed project. The public is invited to the meeting from 1 to 3 p.m. at the Palm Coast Community Center, 305 Palm Coast Pkwy NE. The City is seeking a Recreational Trails Program Grant for the upcoming phase of improvements to the park, which opened in 2015 at 1050 Palm Harbor Pkwy., Palm Coast. Plans call for a new 8-foot-wide shell path that includes overlooks into Long Creek. The Flagler County NAACP will convene at 6 p.m., at the African American Cultural Society, 4422 U.S. 1 North, Palm Coast. The Election Supervisory Committee will supervise the branch election of officers and at-large members for the 2019-2021 Executive Committee. This Committee meets quarterly, is required by Statutes, and provides recommendations to the City Commission regrading the investment policies and strategies.

This Committee rarely meets but is required by our Code of Ordinance in the event an employee has a grievance and wishes to appeal disciplinary action.

The Rotary Club of Flagler County is looking for bands and musical groups to perform seasonal music at the Fantasy Lights in Central Park, Palm Coast. The free event featuring lighted displays around the lake, Santa’s Village, Train rides for the kids also has a nightly live performance of seasonal music at 7 p.m. each night for the month of December. The music is carried throughout the park and Rotary provides some sound equipment and lights. REGULATORS WEIGH FPL UTILITY DEAL: The state Public Service Commission will consider giving approval to a long-discussed plan by Florida Power & Light to purchase the city of Vero Beach’s utility system. The commission is expected to take up a series of issues related to the $185 million purchase, including a request by FPL to charge its rates to Vero Beach customers after the deal is completed. Among other issues is approval of ending what is known as a “territorial agreement” that has divvied up customers between the Vero Beach utility and FPL. Vero Beach has provided service for decades in some unincorporated areas of the county, with FPL serving surrounding areas. But with the planned deal, FPL would provide electricity to all of the areas through elimination of the territorial agreement. FPL says the deal will lead to lower electric bills for customers of the Vero Beach utility. The Public Service Commission in June gave approvals for the deal, but challenges were later filed. That led to the commission holding a hearing in October. Also during Tuesday’s meeting, the Public Service Commission will take up issues related to the impact of last year’s federal-tax overhaul on Florida Public Utilities Co. (Tuesday, 9:30 a.m., Betty Easley Conference Center, 4075 Esplanade Way, Tallahassee.)

UNF TRUSTEES HUDDLE: The University of North Florida Board of Trustees will hold a retreat. (Tuesday, 10 a.m., University of North Florida, Adam W. Herbert University Center, Jacksonville.)

SUPREME COURT CANDIDATES CONSIDERED: The Supreme Court Judicial Nominating Commission will meet to choose nominees for three Florida Supreme Court seats that will open in January when justices Barbara Pariente, R. Fred Lewis and Peggy Quince step down because of a mandatory retirement age. In all, 59 judges and lawyers applied for the positions. The commission has interviewed the applicants and is expected Tuesday to come up with multiple nominees for each seat. Gov.-elect Ron DeSantis will have the power to appoint justices from among the nominees. The deliberations during Tuesday’s meeting will be closed to the public. (Tuesday, 11:30 a.m., Greater Orlando Aviation Authority, Orlando International Airport, 1 Jeff Fuqua Blvd., Orlando.)
