More than 80 property owners have filed complaints about yards flooding as new construction has gone up in Palm Coast recently. Palm Coast officials say there are all sorts of reasons but builders and new construction are not among them. The city is working with property owners to analyze the issues and provide direction. It is also rewriting is technical building rules. But it’s stopping short of providing direct aid.

While Florida in 2011 turned down $2.4 billion in federal money for high-speed rail between Tampa and Orlando, the right-of-way along the I-4 corridor is reserved for passenger rail.

Florida Senate Panel Backs $200-a-Year Tax on Electric Vehicle Owners to Offset Gas Tax Revenue Loss
The Senate Transportation Committee on Wednesday backed a proposal (SB 28) that would require electric-vehicle owners to pay annual an annual $200 registration fee (or license tax) to try to offset anticipated losses in gas-tax dollars as more people convert to electric and hybrid vehicles. Annual fees of $50 a year would be imposed on plug-in hybrids that use a combination of electricity and gas and $25 fees would be imposed on electric motorcycles.
Approval of 205-Home Old Kings Village Delayed as Polo Club West Residents Say Developer Is Not Negotiating
The Palm Coast City Council is not yet ready to approve Old Kings Village, a planned 205-home development on 60 acres on Old Kings Road, 2.5 miles south of State Road 100. The proposed development is within a short distance of Polo Club West, an equestrian community significantly less dense and more lush than would be its neighboring “Village.” Residents of Polo Club West are objecting to the Village, absent wider buffers and other safeguards.
Tony Zaksewicz, Honored Matanzas High Teacher, Arrested over Walmart Theft Scheme Stretching Over 6 Months
Anthony Zaksewicz, a 45-year-old resident of Lema Lane in Palm Coast and a veteran history teacher at Matanzas High School honored last year with a state award, was arrested on felony charges in connection with an alleged thieving scheme at Walmart that stretched over six months and aggregated thefts of nearly $3,200. Zaksewicz has taught in Flagler schools for 17 years.

Florida Department of Transportation Secretary Jared Perdue has turned down $320 million in federal money aimed at reducing tailpipe emissions, arguing federal transportation officials are overstepping their authority in the program. Perdue on Nov. 13 notified U.S. Transportation Secretary Pete Buttigieg the state will not participate in the federal Carbon Reduction Program, a five-year, $6.4 billion effort focused on emissions that contribute to global warming.

National Guard at Flagler Airport Breaks Ground on $15.7 Million Facility at Armory That’ll Add 30 Jobs
Barely three years after cutting the ribbon on its $22 million, 73,000-square-foot Flagler Palm Coast Readiness Center on the south expanse of Flagler Executive Airport, the Florida National Guard today broke ground on a 37,000 square foot building that will consolidate truck and weapons maintenance operations from two other units into the Palm Coast facility and add 30 permanent jobs.
County May Remove Heather Haywood from Planning Board Over a ‘Lie’ and Refusal to Comply with Record Request
The Flagler County Commission Monday morning voted unanimously to “reconsider” Heather Haywood’s service on the county Planning Board, pointing to her possible removal, should she not comply with a public record request FlaglerLive filed on Nov. 21. Haywood on Nov. 20 stood before the commission and accused Commissioner Greg Hansen of writing to her inappropriately. She did not back-up her statement with evidence. She has so far not produced the alleged communication, nor any other requested.

Marineland Mayor Angela TenBroeck is on her way to Dubai, where she’s been invited to address the United Nations’ climate change summit. TenBroeck will be on on a series of panels addressing clean water, workforce, economic development, hunger alleviation and justice for indigenous people.

A statewide grand jury has issued a 146-page report that calls for taking a series of steps to try to curb illegal immigration. The report includes calling for further attempts to crack down on businesses that hire undocumented immigrants, probing non-government organizations and collecting fees on transfers of money from Florida to other countries.
County Approves Captain’s BBQ Settlement, Bringing Lawsuit’s Cost to $1 Million, and Big Changes at Bing’s Landing
The Flagler County Commission this evening unanimously approved a settlement with Captain’s BBQ, ending the restaurant’s breach-of-contract lawsuit against the county. The settlement would, in Commissioner Leann Pennington’s words, “stop the insanity.” The county administration’s attempts to happy-face the settlement notwithstanding, it is now clear, by the commissioners’ own assessments, that the county would have lost had the case gone to trial, and that accepting a costly, and in some ways humiliating, settlement, was the county’s only choice.

Wadsworth Park, the 45-acre county facility on the mainland side of the Flagler Beach bridge, will soon see a tennis court converted to four pickleball courts, but county commissioners are not ready to approve a plan to renovate the skateboarding park: the county administration is proposing a band aid, while users of the park are advocating for a more ambitious, but also more permanent, renovation.

In a bill to supply aid to the victims of Hurricane Ian and Idalia, lawmakers told local governments in counties hammered by the storm that they were not allowed to make “burdensome” changes to their land-use or growth plan regulations for three years. The Palm Coast Planning Board in a 5-2 vote that reflected some sharp resistance to the project recommended approval of a master plan for a nine-building, 216-apartment complex lined along Old Kings Road’s two lanes, halfway between Palm Coast Parkway and Town center Boulevard. It would be by far the largest development visible from the road south of Utility Drive, changing the complexion of what had been one of Palm Coast’s last remaining greenways.

Four years after Captain’s BBQ sued Flagler County government in a breach of contract claim, a negotiated settlement calls for the county to pay Captain’s $800,000, and clear the way for a new, 5,000 square foot restaurant at the county park. For Flagler County taxpayers, the dispute with Captain’s, just entering its fifth year, will have cost close to $1 million, when the county’s attorneys’ fees are included. The settlement is a huge victory for Captain’s.
Realtors Want Their Signs in Rights of Way. Palm Coast Warns that Hate and Other Signs Would Follow.
Palm Coast Council member Ed Danko is leading the charge on behalf of Realtors and other businesses to open up city rights of way to their advertising signs on weekends. Fellow Council member Theresa Pontieri is warning that doing so would open up rights of ways to every sign imaginable, including hate signs, while overwhelming the city’s Code Enforcement Department. The council is split on an issue it will have to decide soon.

AdventHealth Surgeon John Cascone Charged with Child Abuse in 2nd Arrest in 4 Years
John Cascone, the AdventHealth Palm Coast surgeon who pleaded to a battery charge in a domestic violent case four years ago, was arrested again on Saturday (Nov. 4) on a felony count of aggravated child abuse involving a 15-year-old girl, and a felony battery count involving his wife. Almost 1000,000 Customers Migrate from State Insurer Citizens to Private Carriers
Citizens had 1.325 million policies as of Friday, down from 1.412 million policies two weeks earlier, according to Citizens data. The drop came as five private insurers assumed 99,773 Citizens policies in mid-October as part of a state effort, known as “depopulation,” to shift homeowners into the private market.

Palm Coast Approves 91,000 Square Foot Storage Facility Next to Elks Lodge on Old Kings Road
Another storage facility will go up in Palm Coast, on 12 acres on the west side of Old Kings Road, just north of the Elks Lodge, on land owned by First African Methodist Episcopal Church of Palm Coast, which is to the north of the site. The three-story building will be 91,000 square feet, or about half the size of a Walmart Supercenter.

Palm Coast Moving To Loosen Sign Ordinance, Allowing More Free Expression–and Realtors’ Sales Pitches
A proposed rewriting of Palm Coast’s sign ordinance would not change the look of the city markedly, preserving most of the restrictions in place now. But a draft ordinance–still very much a work in progress–errs on the more permissive than restrictive side, now that local governments are largely (but not entirely) barred from regulating what signs say. That means homeowners will get to express themselves more freely, including with hate speech. Realtors will get to plant more signs.

Grim Year for Local Arts as 3 Big Organizations Vanish and Palm Coast Drops Grants to Lowest-Ever Level
Palm Coast government on Tuesday scaled back its Cultural Arts Program almost by half, offering $20,000 to 13 organizations the coming year. It is the lowest nominal level since 2012, and the lowest level in the city’s history when adjusted for inflation. The retreat takes place in a year that has seen the disappearance of three major cultural organizations in Palm Coast and the county.
