The Palm Coast City Council meets at 9 a.m. at City Hall in Town Center. The council will field a relatively routine agenda, available here.

The Flagler County School Board meets in workshop at 1 p.m. in Training Room 3 on the third floor of the Government Services Building, Bunnell, then at 6 p.m. for a decision meeting, in board chambers of the GSB. At the workshop, board members will hear about a new, criminal justice flaglship program at Matanzas High School.

Open Lecture: World War I, The Aftermath: Dr. Nancy Duke: The aftermath of World War I saw drastic political, cultural, economic and social changes across Europe, Asia, Africa, the U.S. and more. Twenty years later, the world would be shaken by an even greater war that many attribute to the fallout of the Great Conflict. Many world events during the remainder of the 20th century, including many current events, are a direct result of the war. Four great empires collapsed, the Bolshevik Revolution, the Holocaust and the explosive Middle East crisis. From 2 to 3:30 p.m. at Daytona State College’s Advanced Technology College’s multi-purpose room, 1770 Technology Blvd., Daytona Beach (located ½-mile north of LPGA Blvd. off Williamson Blvd.) The free event is part of Daytona State College Foundation’s Wisdom in Senior Education (WISE) program.

The Constitution Revision Commission (CRC) invites all interested Floridians to participate in a public hearing at the University of North Florida’s Adam W. Herbert University Center, 12000 Alumni Drive, Jacksonville, from 1 to 7 p.m. This will be the third public hearing held on the CRC’s 2018 “Road to the Ballot” public hearing tour, and the closest to Flagler County and Palm Coast residents. Public hearings are free events open to all Floridians who would like to attend. No tickets or RSVPs are required. Free public parking is provided in Lot 16 adjacent to the University Center. See a parking map here. Those planning to attend the public hearing are respectfully requested to observe the CRC Public Hearing Participation Guidelines.

The Bunnell Planning Board meets at 7 p.m. at City Hall, 201 West Moody Boulevard. Board members will discuss the difference between variances and special exceptions, and will consider a Request for Site Plan approval for Dumett Enterprises for a project to be located at 3330 Steel Rail Drive, among other items. Live and inert bombing: Navy training schedules indicate that live and inert bombing will take place at the Pinecastle Range Complex located in the Ocala National Forest, which may rattle windows in Palm Coast and Flagler County. The schedule is as follows:

• Tuesday: 8:30 a.m. to 1 p.m., Inert
• Wednesday: 10 a.m. to 12:30 p.m., Inert
• Wednesday: 2:45 p.m. to 4 p.m., Inert
• Thursday: 8:30 a.m. to 1 p.m., Inert

During bombing periods wildlife may be temporarily displaced. Use extra caution when driving through the Ocala National forest and surrounding areas. Secure any items around your residence that could attract wildlife. Always be mindful of larger animals including black bears and practice bearwise measures. TAX HIKES TARGETED: The Senate Finance and Tax Appropriations Subcommittee will consider a proposed constitutional amendment (HJR 7001) that would make it harder to raise taxes. The proposal, which passed the House last month, would require approval from two-thirds of each legislative chamber to raise taxes or fees. (Tuesday, 9 a.m., 401 Senate Office Building, the Capitol.)

BAKER ACT AT ISSUE: The Senate Children, Families and Elder Affairs Committee will take up a bill (SB 270), filed by Sen. Greg Steube, R-Sarasota, that would make a series of changes related to involuntary commitment under the Baker Act for minors age 14 or younger. (Tuesday, 11 a.m., 401 Senate Office Building, the Capitol.)

PUBLIC RECORDS EXEMPTION DEBATED: The Senate Criminal Justice Committee will consider a proposal (SB 1178), filed by Chairman Randolph Bracy, D-Orlando, that would expand a public-records exemption to prevent the release of photos, videos or audio recordings that depict the killing of people. (Tuesday, 11 a.m., 37 Senate Office Building, the Capitol.)

SENATE WEIGHS HOUSE EDUCATION PLAN: The Senate Education Committee will take up a wide-ranging education bill (HB 7055) that is a top priority off House Speaker Richard Corcoran, R-Land O’ Lakes. The proposal, which passed the House this month, includes dozens of issues, including creation of “hope scholarships” for students who have been bullied in public schools. (Tuesday, 11 a.m., 412 Knott Building, the Capitol.)

BETHUNE STATUE CONSIDERED; The House will take up numerous issues during a floor session, including a proposal (HB 139 and SB 472) that seeks to place a statue of civil-rights leader and educator Mary McLeod Bethune in the National Statuary Hall at the U.S. Capitol. The statue of Bethune would replace a likeness of Confederate Gen. Edmund Kirby Smith, who has represented Florida for decades in the National Statuary Hall. (Tuesday, 1:30 p.m., House chamber, the Capitol.)

CONFIRMATION HEARINGS HELD: The Senate Ethics and Elections Committee will hold confirmation hearings for dozens of gubernatorial appointees, including members of the Florida Public Service Commission and the state university system’s Board of Governors. (Tuesday, 4 p.m., 412 Knott Building, the Capitol.)

‘FREE SPEECH ZONES’ AT ISSUE: The Senate Judiciary Committee will consider a proposal (SB 1234), filed by Sen. Dennis Baxley, R-Ocala, that includes banning “free speech zones” at state universities and college. (Tuesday, 4 p.m., 110 Senate Office Building, the Capitol.)

SPECIAL ELECTIONS IN CENTRAL, SOUTH FLORIDA: Special primary elections will be held in state House District 39 in Polk and Osceola counties and House District 114 in Miami-Dade County. Republicans Jennifer Spath and Josie Tomkow are running in a primary in District 39, which became vacant with the resignation of former Rep. Neil Combee, R-Auburndale. Republicans Jose Pazos and Andrew Vargas are running in a primary in District 114, which was vacated by former Rep. Daisy Baez, D-Coral Gables. The winners of the GOP primaries will move on to May 1 special general elections.
