Buddy Taylor Middle School's new principal, Bobby Bossardet. — Buddy Taylor Middle School has a new principal: Bobby Bossardet, who is being promoted from assistant principal at Flagler Palm Coast High School, and who replaces John Fanelli, who has joined the District team to work with Student and Community Engagement. ‘“I want to bring out the full potential of all our staff and students,’ Bossardet said. ‘Buddy Taylor Middle School sits in the heart of Flagler County. So many of our community leaders have walked those halls. Bossardet is a 1999 graduate of Flagler Palm Coast High School. While there, he was a state championship wrestler. He attended Carson Newman College and graduated with a Bachelor of Science in Human Exceptionalities in 2003. He earned his Masters in Educational Leadership from Nova Southeastern University in 2007. Over the past 14 years, Bossardet has taught, coached and been a part of the administration at Flagler Palm Coast High School. He begins immediately.

Palm Coast Budget: The Palm Coast City Council meets in workshop at 9 a.m. at City Hall in Town Center to discuss the city’s general fund budget for next year. As always, City Manager Jim Landon’s administration has not posted the proposed budget on the city’s website for public perusal prior to the meeting, as other local governments always do. The council also meets in a regular session.

Quarterly Local Mitigation Strategy (LMS) Working Group Meeting, 10 a.m., FPL Flagler Service Center, 5910 E. Highway 100, Palm Coast. Topics to be covered include: Final approval of the HMGP project list for Irma projects, Community Rating System (CRS) updates and next steps, Upcoming funding programs, Ongoing project updates, General mitigation updates. Free and open to the public.

Vouchers’ effects on local schools: The Flagler County School Board meets in workshop at 1 p.m. on the third floor of the Government Services Building, then in a meeting at 6 p.m. in board chambers at the GSB. At the workshop, board members will hear a presentation on the year’s school grades (the district rated a B), and will discuss the effects of the new so-called “hope” scholarship voucher program on the district. At the evening meeting, board members are expected to approve advertising next year’s school property tax rate.

Flagler County Historic Bus Tour, 9:30 a.m. starting from Holden House Museum in Bunnell, 204 East Moody Blvd. Discover the many historic and interesting sites in Flagler County on this one hundred mile bus tour led by local historian Bill Ryan. Relax and cool off on a comfortable air conditioned bus while uncovering the hidden history of Palm Coast and the Flagler Beaches. Tours will depart promptly at 10 a.m., include a lunch stop at the historic Bull Creek Fish Camp restaurant (lunch not included in tour price) and normally return to Holden House at approximately 2:30 p.m. Tours begin at Holden House Museum in Bunnell. There is ample parking here on West Side lot of Holden House Museum. West side is towards US1. Please park on the west side of Holden House. You should arrive in the parking lot between 9:30 for check-in. There is a briefing at the History Annex (Behind Holden House) The tour will depart promptly at 10:00 in an air conditioned Flagler Transport bus. Tours will depart promptly at 10 a.m. and include a lunch stop at the historic Bull Creek Fish Camp restaurant (lunch not included in tour price) and normally return to Holden House approximately 2:30 p.m. Tours are normally scheduled once each month, and are subject to availability. There is a fee of $20.00 per person. Planned comfort stops are scheduled. These tours are becoming very popular and reservations are required. Please call 386-439-5003 to make reservations.

Navy Bombing in the Ocala National Forest: Navy training schedules indicate that inert and live bombing will take place at the Pinecastle Range Complex located in the Ocala National Forest this week. Bombings at times can be heard in Flagler-Palm Coast. The bombings are scheduled as follows:

Wednesday: 11:30 a.m. to 12:30 p.m., Live Bombing
Thursday: 11:30 a.m. to 12:30 p.m., Live Bombing

During bombing periods wildlife may be temporarily displaced. Use extra caution when driving through the Ocala National forest and surrounding areas. Secure any items around your residence that could attract wildlife. Always be mindful of larger animals including black bears and practice bearwise measures. Nightly lane closures on Florida Park Drive to begin Monday, July 16 and continuing until Friday night, July 20. The Palm Coast Utility Department will be closing one lane of Florida Park Drive — a segment at a time – from 10 p.m. to 7 a.m. nightly to allow for lining of the sanitary sewer system. The project will be done in rotating segments all along Florida Park Drive. Traffic control will be provided.

BOND RATES ANALYZED: The Revenue Estimating Conference will discuss bond rates in the Public Education Capital Outlay program. (Tuesday, 8:30 a.m., 117 Knott Building, the Capitol.)

COURT HEARS SLOT MACHINE DISPUTE: The 1st District Court of Appeal will hear arguments in a dispute about whether certain electronic games played in bars and other establishments are illegal slot machines. Gator Coin II, Inc. and Blue Sky Games went to the appeals court last year after a Leon County circuit judge ruled that the disputed games, known as “pre-reveal” games, are effectively slot machines. The businesses sued the state after investigators with the Division of Alcohol, Tobacco and Firearms alleged the machines were illegal. Leon County Circuit Judge John Cooper originally sided with the businesses, finding that the machines didn’t violate prohibitions against slots because the games include a “preview” feature advising players of the outcome “before the player commits any money to the game by activating the ‘play’ button.” But Cooper later reversed himself, agreeing with testimony that people pay to play losing games with the hopes of winning in subsequent games. State lawmakers have debated the games but have not clarified the legal questions. (Tuesday, 9 a.m., 1st District Court of Appeal, 2000 Drayton Dr., Tallahassee.)

SCOTT DISCLOSURE FIGHT GOES TO APPEALS COURT: The 1st District Court of Appeal will hear arguments in a dispute about whether Gov. Rick Scott has properly complied with the state’s financial-disclosure requirements. Tallahassee attorney Donald Hinkle filed a lawsuit last year alleging that Scott has not complied with the state’s “Sunshine Amendment,” which requires elected officials to disclose details of their personal finances. The allegations focus, at least in part, on Scott’s use of a blind trust. Scott’s attorneys sought to dismiss the case, arguing that such financial-disclosure issues should be heard by the Florida Commission on Ethics. But Leon County Circuit Judge Karen Gievers in February refused to dismiss the lawsuit, prompting Scott’s attorneys to go to the appeals court to try to block Gievers from moving forward with the case. PSC CHOICES NARROWED: The Florida Public Service Commission Nominating Council will interview a short list of candidates for two seats on the Public Service Commission. After the interviews, the council is expected to send the names of nominees to Gov. Rick Scott. Among those who will be interviewed are Public Service Commission members Julie Brown and Gary Clark, who are seeking reappointment to four-year terms. The current terms of Brown and Clark expire in January. (Tuesday, 1 p.m., Greater Orlando Aviation Authority, Orlando International Airport, 1 Jeff Fuqua Blvd., Orlando.)

A1A RESURFACING AT ISSUE: The Florida Department of Transportation District 2 will present information about a project to resurface a portion of Florida A1A in Nassau County, with the project also expected to involve repairing curbs, medians and sidewalks. (Tuesday, 4:30 p.m. Nassau County Chamber of Commerce, 961687 Gateway Blvd., Suite 101G, Fernandina Beach.)
