Philip Neal, a 28-year-old resident of Bunnell who’s been booked into the Flagler County jail 18 times in four years, and served 16 months in state prison, is accused of firing several rounds from a .38-caliber gun at Deron Carter the night of Aug. 25 in Bunnell.
