For the third time in four months, men were arrested at Graham Swamp for acts involving the public display, and public handling, of a penis, this time involving 70-year-old Leslie Colombo and 68-year-old Charles Bitzer, who had separate encounters with men who turned out to be undercover cops.

A 15-year-old boy reported to a Flagler County Sheriff’s deputy that as he was walking the path around the pond at Graham Swamp, a man twice his age exposed himself then pulled the juvenile’s pants and underwear down, and touched his genitals. The man was arrested.

Palm Coast will annex the Graham Swamp area to better control its assets, which include the new Graham Swamp trail, but the annexation is also a beachhead on attractive property along Colbert Lane.
