Robert S. Hampton, a 36-year-old sexual predator last released from state prison in September, has moved into an apartment in a duplex at 107 Ullian Trail in Palm Coast, the Flagler County Sheriff’s Office said today, in compliance with a policy to notify the community when a sexual predator moves into a neighborhood.
Predators are a more serious type of sexual offender.
Hampton previously lived in Boyton Beach, in palm Beach County. In 2003, when he was 24, he was arrested for masturbating in front of middle school children in West Palm Beach, catching the eye of at least two 14-year-old students walking to school. He was charged with three felony counts of lewd and lascivious exhibition on a child under 16. Police working under cover caught him in the act. He was placed on sex offender probation, which he violated in 2005.
In 2007 in Boyton Beach, he tried to lure an 11-year-old girl into his SUV, following the girl into a convenience store. He then “beckoned to her with his pants unzipped before getting into a dark red Chevrolet Suburban and driving away,” the Palm Beach Post reported at the time. He was charged and convicted of lewd and lascivious conduct and exhibition and got a five-year prison sentence.
Hampton was released in August 2012. He violated the terms of his probation when he failed properly to register in Palm Beach County, and was again imprisoned. He was released last Sept. 11.
The sheriff’s office describes him as 5 foot, 11 inches tall, weighing 210 pounds, white with blond, close-cropped hair and blue eyes. His prison record lists numerous tattoos with Oriental themes.
“It is the policy of the Flagler County Sheriff’s Office to notify our community when a registered sexual predator moves to our county,” Sheriff Jim Manfre is quoted as saying in a sheriff’s release issued this afternoon. “This includes the local news media, Flagler County schools, all day care centers and all residents.”

telling passerby what lives inside. I’d hate to be the parent of young children seeing this

Why do predators get released from prison? The registration requirements alert us to their presence in our communities and so act to protect us. But these same laws would seem to make it impossible for them to function in society. It seems unlikely that an employer would want to hire them or that a neighbor would want to socialize with them. If the choice is between releasing them from prison, making them social outcasts and yet still have the risk of them committing additional bad acts or keeping them in prison, I vote to keep them in prison. It seems like the better of two bad choices.

I can’t possibly understand why trashy low life’s wouldn’t move to palm coast, it’s well kept and a nice place to live.. But the main reason is because the cost of houses are SO cheap.

Yes they are. The Predator, in all likelihood, will at some point commit another offense.

2005- violated Sex Offender probation. What did he do?
2007-Tried luring an 11 year old girl into his SUV (attempted kidnapping).we can guess what might have happened to that kid had he succeeded.
But here he is In Palm Coast all settled in where this pattern is likely to continue hence the “Predator” status.

They cannot be any closer than 2,000 feet from school. There is no cure for this sickness. Personally I think they should remain incarcerated but the laws need to be changed. He is not uncommon. They are all around us.

I know this is very disheartening, but check the FDLE sex offender website – there are hundreds of these sleazebags living in Palm Coast. In fact, you would be hard pressed to find a city anywhere in america where there aren’t sex offenders, and the ones that law enforcement know about are just the ones that have been caught. My point is, we always have to be diligent in protecting our kids because you never know what scuzbags may be nearby.

Just got back from Japan, Tokyo is the 2nd largest populated city in the world, children walk, take the subway, buses all by themselves, no one bothers them, and its is very safe. US is a fails society and we all know it…..USA=fail

Yes there are many “offenders”. Not to make light of the Offender status but one can get on the list by simply providing obscene material to a minor. However, the Predator is a little different. Predator status is given due to the likelihood of the person committing more offenses. His past behavior is alarming to say the least..
