The Flagler Beach City Commission meets at 5:30 p.m. at City Hall. Commissioners will consider approving an ordinance, on first reading, recognizing the right of customary use of the beach by the public, an initiative mirroring county government’s. It is designed to preserve public use of beaches in front of private property in light of a new Florida law that potentially restricts that use.

Steve Noll lectures on “The Spanish Legacy of Florida.” Noll, of the University of Florida, will give audiences an opportunity to more fully understand the historical and cultural significance of the early colonial period. As St. Augustine is a city which fully embraces, or known to fully embrace its Spanish heritage, this presentation will only deepen our understanding and appreciation of this historical connection. At the Historic Pool Area (Café’ Alcazar) of the Lightner Museum, 75 King St, St. Augustine, accessed by side entrances located off Grenada and Cordova Streets. Doors open at 6 p.m. for refreshments and seating; the lecture begins promptly at 6:30 p.m. Seating is based on a first-come, first-serve basis. Be sure to purchase your tickets early. The Online auction to benefit the G.W. Carver Center in Bunnell is now open. Art Work, Local Experiences, Restaurant Gift Cards, Baskets, FCYC Summer Camp Registration & Trip Specials, Window Cleaning, Kayaking Tour, Furniture, World Wide Time Share, Camping Rentals, and the list goes on and on. The purpose of the auction is to raise money to go back into the development of the Carver Center. The Flagler County School Board and Flagler County Government have both owned and managed the facility over the years. Due to budgetary constraints it appeared it would be necessary to close the facility in 2010. A coalition was born to save the Gym and restore it as a community center. DEADLINE FOR CONSTITUTIONAL AMENDMENTS: The Florida Constitution Revision Commission faces a Thursday deadline for submitting proposed constitutional amendments to Secretary of State Ken Detzner for the November ballot. The commission voted last month to place eight proposals on the ballot.
SUPREME COURT RELEASES OPINIONS: The Florida Supreme Court is scheduled to release its weekly opinions. (Thursday, 11 a.m.)
CITRUS CROP UPDATED: With three months left in the growing season, the U.S. Department of Agriculture will provide its latest forecast for the citrus harvest. The last forecast showed oranges already off one-third from the past growing season, while grapefruit were down nearly a half. (Thursday, noon. The forecast will be posted at nass.usda.gov/fl.)
JUDICIAL CAMPAIGNS AT ISSUE: Forums will be held across the state for judicial candidates to discuss ethical standards in judicial races. The forums are organized by the Florida Supreme Court and The Florida Bar Board of Governors in conjunction with trial-court chief judges and the Judicial Ethics Advisory Committee. UNF GRADUATION RATES ON TABLE: The University of North Florida Board of Trustees will take up a series of issues, including a proposal to improve four-year graduation rates. DUKE TRANSMISSION LINES DISCUSSED: Duke Energy Florida will hold a public meeting in Polk County about plans to build a new transmission substation at the utility’s Osprey Energy Center and two 230-kilovolt transmission lines. The transmission lines would extend from the Osprey power plant to the utility’s Kathleen substation and Haines City East substation. Duke said the routes of the lines have not been determined. (Thursday, 4 p.m., Northridge Church, 2250 State Road 17 South, Haines City.)
CAMPAIGN FINANCE REPORTS DUE: State political candidates and committees face a Thursday night deadline for filing reports showing finance activity through April 30.
