Almost a week after unconfirmed reports began swirling around about a Covid-19 case in Flagler County, the Department of Health today confirmed the case at AdventHealth Palm Coast, saying it affects a Volusia County resident hospitalized here–a 48-year-old woman.
Department of Health figures indicate only 15 people have been tested in Flagler for the coronavirus so far, and only 100 test kits have been delivered to the Flagler Health Department, indicating a persistent disparity between the number of cases expected locally and the number of people actually being tested. The testing protocol remains stringent, and does not accommodate testing on demand.
The number of tests statewide remains extremely low–at just 5,400 as of Thursday afternoon, with 9 percent testing positive.
“We have no cases in Flagler County as of this moment by a resident of Flagler County,” Bob Snyder, director of the Flagler County Health Department, said this morning. “We got the one case as ou know that was diagnosed and treated here, and it’s a resident from Volusia County.” The case still does not appear under Flagler’s numbers, which remain at zero, on the Department of Health’s Covid-19 dashboard.
The confirmation follows the patient’s own revelations, on Facebook, of her case, in a post that’s since been shared widely and led to an interview with the patient on WNZF. Snyder said it was only after a long conversation Thursday evening with state Department of Health officials that he got clearance to discuss a local case that was not one affecting a local resident, even though he’d known of the case all along.
In several previous and tense interviews, Snyder would not confirm the presence of the case at AdventHealth, saying it was a matter of patient confidentiality. He said that became untenable once the patient herself divulged her history.

There had been some questions as to the veracity of the social media post, which had disappeared soon after it was posted. But asked directly if there was any reason to doubt the post or the woman’s account at AdventHealth, Snyder was categorical: “This is the person,” he said in an interview this morning. Subsequently he referred to her by name as “Cynthia” on the radio this morning–Cynthia Corventino.
“There’s no deception here,” Snyder said, saying he would be releasing such numbers in the future even if a Covid-19 case is not a Flagler resident. He said he could not do so previously because it was not the protocol. “OK, we now know how we can communicate cases like this,” he said.
County emergency management directors have been pressing the health department to be more forthcoming with information. “That’s what we’ve been trying to fight for, I think a lot of county EMs in my shoes have been fighting for that too,” Jonathan Lord, Flagler County’s emergency management chief, said this morning. “But it’s a good thing, they were willing to share that.” He said he is hoping that any confirmation of a positive case, whether of a county resident or not, located in Flagler, would be communicated to him “within minutes of them being allowed to tell folks there is a positive case.”
Corsentino spoke with WNZF’s David Ayres in an interview he recorded Thursday evening. The interview aired this morning.
“I’m at Advent Hospital in Palm Coast, Florida, in the ICU unit, with Covid-19,” Corsentino said in the interview. “They did a test on Saturday in the ER, and the result came back Sunday.”
Corsentino said she’s an Ormond Beach resident, a single mother who runs a consulting business and who travels a lot. She’d been on the road when she got sick, with a runny nose and a fever, and was bedridden. “That went on for almost nine days. My family and kids and stuff were worried.” She said she did a video conference with physicians at Advent and was told repeatedly that if she’d not traveled internationally, she had no reason to be concerned that it was anything more than a flu bug. She was told she did not need to be tested.
“They kept saying that they wouldn’t test me, but I went to the urgent care clinic here in Palm Coast and they sent me over to the ER immediately because my lungs were so poorly performing at that time. They did a test at the ER and put me in-patient immediately,” she said. That was Saturday (March 14). She said she came close to needing a ventilator but that proved unnecessary. She has been on antibiotics and other medications. “Nurses here at Advent in the ICU have really been amazing, considering what they’re up against,” Corsentino said, “how little information or direction they get from outside sources as far as how to manage this disease. To the best of my knowledge I’m still the only person here at the hospital who’s been confirmed although they’re testing people in the double digits every day.”
It isn’t clear how Corventino would know how many people are being tested every day, and her assumption appears inaccurate. Based on figures released by the Department of Health today, AdventHealth Palm Coast has tested only three people, one of whom–presumably Corsentino–has tested positive. Two tested negative.
Snyder said as of now, results from the state’s three public health labs are returned within 24 to 48 hours. Results from private labs take three to six days. The difference is due to the fact that the health departments are testing for the more severe cases.
Corventino’s experience mirrors that of other individuals who have reported seemingly insurmountable obstacles to getting tested for Covid-19.
“We have to unfortunately advocate a little bit more aggressively for ourselves until the medical community is able to catch up with better information,” Corventino said. “You know your body. I knew I was sick. I never had 104 fevers in my life. I just kept doing what they said and stayed home and kept trying to medicate with over the counter meds and stuff. I would hate for someone else who maybe [is] older or not as healthy to take the wrong advice and not get treated and not get tested in a more aggressive fashion. So just follow your instincts I guess and if your family members are sick, continue to call and go to the ER and do what you need to do to get them treated. Don’t wait for the doctor to test them if they haven’t been outside the United States, because that’s really their criteria.”
The criteria are still relatively restrictive, with no testing on demand. Snyder said the testing protocols are as follows: an individual must have symptoms such as fever, cough, shortness of breath, and a person must have had close contact with a confirmed covid-19 case. Or a person has been hospitalized with acute lower respiratory illness of unknown origin, and the clinical symptoms are associated with travel to and from an affected geographical area that has had widespread community transmission. (Those areas include heavily-hit countries and Washington State, New York, New Jersey and California.) Or the individual has a history of international travel or has taken a recent cruise trip, or is greater than age 65 with chronic health conditions, or is an immuno-compromised person. Testing may also take place if it’s in one’s doctor’s judgment to do the test.
“Florida does not have widespread community tramsmission in several counties,” Snyder said.
Snyder this morning repeatedly stressed that the numbers in Flagler will change, and will rise, likely rapidly. Asked directly if he was concerned, he replied: “I am, I am concerned. But I am hopeful because of the immediate community response of social distancing. I’m hopeful, but it is inevitable that we’re going to see more cases around Flagler, the state and the nation.”
It isn’t just the Covid-19 numbers that are concerning, but the trends regarding who’s being affected. The daily percent of emergency room visits across the state that mention cough has risen significantly in the past two weeks for all age groups, but more so for those between 19 and 54. Those visits now account for 7 to 8 percent of all visits, compared to between 2 and 3 percent in early January.
The numbers belie the presumption that Covid-19 is more severe only in older populations: the second-largest group showing an increase in emergency room visits due to coughs is the 0 to 18 years old, with those visits increasing from around 2 to 3 percent to between 4 and 5 percent. For those 55 and older, the visits have increased less significantly.

This is outrageous. We deserve to know what’s happening in our own county. It’s also irresponsible that she wasn’t allowed to be tested till she was in much worse condition and probably far more contagious. Watch for many more cases to be reported (or unreported) due to City of Flagler’s refusal to close the beach. If spring breakers can’t party on the usual beaches around Daytona, you may be very sure they will head here. Just what we need. And oh by the way, the partiers are paying absolutely no attention to social distancing. They’re all over each other like a mob. Governor DeSantis, Representative Renner – why is our beach still open? We had no cases until the one finally revealed to us through Flagler Live. Do your job!

Everything that is happening in this world is so unprecedented. Why is that we can’t all have a little more patience?
The media, including Flagler Live, have not helped the current situation. We are all human all trying our best to work our way through this pandemic. Patience!
This headline encites more fear and panic in the community. FlaglerLive you should sit back and see how you are contributing to the panic. Why not report on the good things right now? Help the community keep calm and follow the instructions from the CDC, Federal and State Governments.

As you note, this is unprecedented. Our coverage is calibrated accordingly. The response requires urgency, transparency and seriousness–not panic, but not calm either. We have reported on very good things. But we will continue to also report on urgent issues accurately and with open eyes.

I’ve said it before and I’ll say it again, this is pathetic!! The entire testing system country-wide right now down to our county is a joke. Look how many times this lady was denied a test, until the point she needed to be hospitalized! What a joke.
There is no doubt in my mind, as I’m sure many others, that there are hundreds of cases between Flagler/Volusia.
States need to DEMAND tests and get to testing! During the limited times I’ve left my house this week, I have seen people coughing all over the place. People are sick but because they haven’t been “diagnosed,” they are out and about spreading this everywhere.
People, put your beliefs aside, put your political party aside. Just do the right thing and stay home unless you ABSOLUTELY have to leave your house for something extremely important. Do the right thing. This is in our community.

This is not right things aren’t being done correctly. My nephew who is 3 went to er last night with 103 fever and cough was told they weren’t testing him and he most likely had it so the family is under self quarantine!!!!! Now my 74 year old brother lives with them he is in poor health with many ailments. How do you contain a 3 year old the germs are everywhere needless to say you can’t get any cleaning products or sanitizers. His mother was given a letter for her job . How did she end up in Adventhealth Palm Coast? There is an Adventhealth in Daytona Beach that is would seem to be closer to where she lives–as well Halifax Health where they seem to be setting up more protocols for the virus than they are here in Palm Coast. Did the “urgent care” that she visited in Palm Coast get a thorough scrubbing down?
Mary Fusco says
There are a lot of discrepancies here. I saw this on Facebook this AM and it appears that she lives in NC. Said she was buying a house here and traveled for business. It would appear she had it before she ever got here but was probably in contact with people, thus could spread it.

Yes I was wondering the same thing. How do we handle all the non-resident cases responsibly? No one wants anyone to be denied medical care when they need it however, resources are limited. How does our county handle this going forward? Our medical resources will be over-burdened in the coming weeks as cases increase. Many of those cases will be non-residents. Will Flagler residents not be able to obtain the tests and care they need?
Zachary Scott says
Stop labeling folks into “non-residents” v. “residents” now is not the time to get territorial, maybe focus on helping the infected, keeping others safe whilst helping those around you; especially older folks and the immunodeficiency humans around you.

The way Florida has handled this is abysmal. Who cares what county the person originated? Other states do not do their counting that way. Does it matter? Just count the cases, report the numbers and TEST PEOPLE. For goodness sake. What happened to all the test DeSantis requested? Where are they? He requested more tests than any other state and yet we only have around 5k test kits? Something stinks. I understand you keep the numbers low, you can keep functioning as normal. It’s why we, as a country, were not testing people (that and some other remarkable mess ups).
Everyone knew this was out there, it didn’t blindside anyone. The minute it was reported in December as affecting China (and if I found those reports in December, why didn’t those in charge), they should’ve come up with a proper risk management assessment. Isn’t this why they do pandemic war games? All of this is baffling, how as one of the most prosperous nations we can be so woefully unprepared for a situation we actually mock-run in order to prepare. Why not put those results into action? This will not end well for many people here. When hospitals are full, will we go the route of Italy where they are having to choose between treating the 40 year old or the 80 year old. Here it’ll be treating the insured versus the uninsured when the beds are full and then it’ll be age groups. Think it won’t get that bad? It will. Everyone is looking at this through rose-colored glasses and forgetting that America is full of unhealthy people–30 million diabetics, 103 million high blood pressure, 1 million HIV, 17 million cancer survivors (weaker immune systems), 35 million with chronic lung disease of some kind. Some of these people “share” statistics but many don’t. That’s a lot of people potentially needing an ICU bed if infected. Add in people whose bodies produce a cytokine storm, and we as a nation are in serious trouble. People that don’t have COVID-19, and need a hospital bed won’t be able to get one. So while many people may only feel blah, or like they have a bad flu, or not experience anything, there are SO many people in this country that will suffer greatly and that is why we need to test everyone, with symptoms and without. Find out what the concentration of cases is in any given area and map it out appropriately and disseminate the resources and quarantines in a reasonable manner.
tulip says
Trump had been briefed back in December but, as we heard him say may times on tv, “It’s just a flu, I’m not concerned about it.”

Are you referring to when he instituted a travel ban on China. That was nothing right. He was called a racist again. But now many country have done it, so what does that say? There was a time, not to long ago, when ifyou were traveling internationally, you have to have a medical physical, and then some people started saying that was wrong and inherently racist and prejudice. Those people were wrong then too.

The travel ban was not a ban. It restricted travel from China to the US for NON-U.S. citizens as though US citizens couldn’t have contracted the virus while in China. You try too hard to cover for this incompetent administration. He was a day late a a dollar short on almost every decision. While testing drags woefully behind the President continues to give false info at press conferences and spends his time scowling and chastising reporters.
N. Walsh says
Not many people were concerned about it at first. As has been repeatedly said over and over, this is unprecedented. Blaming the President won’t change things. He has been proactive when stopping flights from China, then liberals called him a racist. We must stop blaming others when we have so many still ignoring the guidelines.
Billy C says
The people who are charged with making decisions and preparing for things like this were concerned. Telling folks to stop blaming the President is just excusing him from his responsibilities and from his mistakes. The guidelines are not the issue, the virus is here and the /Federal Government isn’t prepared. Period. On wait, P.S. Yes Trump is a racist.

Nobody wants to listen, they want to rant. Get ready for lots of cases, FACT. We have been told that many times, publicly and at all levels. A few days ago, Volusia only had 3 cases and in just a few days that tripled. During that time we’ve had Bike Week and Spring Break. There are a lot of sick and scared people here, MOST of whom have last year’s flu, which puts you at great risk of a very compromised immune system. Too many here go out when they are sick. That has to stop. Everybody is doing the best they can to keep people safe. We need to stop blaming everybody and HELP. Thousands have lost jobs in this state. And we’re just at the beginning. We need to stop blaming and start listening to what we can do to help. The horse is out of the barn.

Took 2 very strong antibiotics , 8-10 days of bedrest pretty much, who knows how many steam showers and over the counter meds. Honestly I feel like i should have been held a lil longer considering how many visits I made, my symptoms, career, and medical knowledge. I don’tknow, it’s very easy to point fingers. Twyla says
I agree that the board of health should release the numbers more accurately rather than sheltering the info like it will change anything. Think of this though, If they only have 100 test kits for this then of course they are being careful with who they test because every person in Flagler thinks they or their loved one has this COVID19 even if they don’t have a fever if they even so much as cough. Also this closing of the beaches garbage is exactly that, GARBAGE. Go self quarantine in your home if you don’t like it. You’re more likely to catch this at Publix or waiting in a line at Walmart waiting on toilet paper than outside at the beach. Everyone should be taking this seriously but in the end you can only control what YOU do and being an asshole won’t change a damn thing. Until all indoor spaces are closed or unless they can sanitize everything after every person there’s not going to be a stop to the spread unless it’s total lockdown period, but the beach is hardly even the 100th place you should be worried about contracting it.
Billy C. says
So, its okay to go to the beach because you have less of a chance to contract the virus there than you do at Publix? That’s your reasoning? You sound ridiculous. I’ve seen documentation that covid-19 uses 2019 for the 19 in its name due to being identified in 2019
Back in January we were taking our 9 month old to doctor every 2 days to follow up on fevers, cough and chest congestion. One of the kids he attends day care with was hospitalized for pneumonia. Our 5 year old had similar fevers and cough a few weeks later.
What’s the likelyhood that this has already made a loop through our household and been transmitted to others from our contact prior to public health crisis?

A friend in Colorado has covid 19, evidently. The way she was “tested” was the medical personnel confirmed her flu-like symptoms then tested for the flu. The flu tests were negative, so they assume she has covid 19. Rather back-door, I’d say.

WHERE IN HELL ARE ALL THE TESTS???!?!? UNBELIEVABLE.
getconn1 says
A test “kit” means an entire box of supplies to run tests to diagnose many people. A CDC test kit, for example, is able to test 700 to 800 specimens. Other test kits come with enough reagents for 500 “reactions.” Because controls need to be run, fewer than 500 samples can be tested with such a kit. And in both cases, the actual number of people who could be diagnosed with each will be lower, since patients may have multiple samples or samples may be run in duplicate. The same issue applies to the word “test.”
Sounds sufficient. The problem is the facts are diluted as the press gets them. Listen directly to the governor for the right information.

I went to urgent care and diagnosed a week previous to my ER visit. I was on 2. antibiotics, steroids, nebulizer and a rescue inhaler. My symptoms and breathing got so much worse to the point of going to the ER. I was tested 3 times for the Corona Virus. My first test was on Sunday they sent it to Utah. Then swabbed again on Monday sent Orlando. Some protocol was not met, so Tuesday another swab and test was once again sent to Orlando.I was on broad spectrum anti biotics( IV and oral). Steroids IV and oral. Breathing treaments of steroids. Every cocktail of meds one could imagine. Finally got my results negative..which I knew. Because I didn’t exhibit any symptoms…besides severe respiratory problems associated with pneumonia and partially collapsed lung. I was in isolation for 5 days. Im safer at home not being around all the germs associated with being in the hospital. If I were to acquire the flu..Im pretty sure it might have been fatal in conjuction with pneumonia and compromised state. All of the nurses and staff were absolutely phenomenal. They deserved hazard pay for stepping up and being on the frontlines. God Bless them.

WAKE UP! EVERY doctor’s office, Urgent Care, Walk in Clinic and Hospital NEEDS to have a STOP Do not Enter Building sign and a phone number to call if you think you may have COVID-19. ALLOWING potentially infected people INTO a facility EXPOSES EVERYONE to the virus. They need to set up outdoor triage areas AWAY from the normal hospital operations. THEY need to have a separate entryway and designated areas set up for ONLY COVID-19 patients. WE NEED more test kits, and the quick instant ones. Allowing potential infected people to go home to self isolate without knowledge or confirmation of the virus induces spread! WHAT do you think they are going to do…go to a grocery store and a pharmacy to pick up food for the next 2 weeks, and what are they doing…spreading it.
THE TOTAL LACK of common sense just amazes me. Who runs these hospitals if they think they don’t need to triage away from the building.
WHY did Flagler not get test kits. Was it up to the local government to request them, or the hospitals? Palm Coasters need better protection.
AS for this poor woman who is infected and in our health system, I am so sorry you have this and had to go thorough this. However, we still are not sure where you have been, where you shopped, or even what urgent care facility you visited. ALL these places should have been contacted so at the least disinfected. It would be good to know where this person was staying when she visited the urgent care and then went to the hospital. Those individuals who may have been in her presence should be informed. Tracking all those individuals who were exposed to her should be part of the process. Without that information, people may have be unknowingly exposed. Was she in my grocery store? a restaurant or store I visited? We should be told these things.
In addition, an individual in The Hammock died after flu like symptoms. Did he have Covid-19? Does his wife, who refused treatment?
More transparency is required for people to take the possibility of exposure seriously.

It shouldn’t matter where one is from or where they live, the information was deliberately covered up from our community as they bragged about our reports of zero cases. She was a positive case in our community, in our hospital, as we were mislead and being told differently.. This lady very much saved her own life in my opinion. I also believe that they are refusing testing because they do not want to accept liability, responsibly report or act on proper precautions and mandatory isolation of those exposed. Why were proper protocols not mentioned or implemented by the healthcare team exposed to this woman, such as the flagler hospital in St Augustine case when they ordered exposed healthcare workers to be quarantined ? They reported a NY RESIDENT and positive covid 19 status immediately and implemented isolation protocols that were respectable and necessary.
What urgent care did she visit?? I bet they’re open today and I bet all exposed are returning home to their families and scheduled to return to work the next day. The Ethics of this hospital and its core response to a global pandemic has some serious concerns that need to be evaluated.
