Road Rage Incident on Belle Terre Parkway Lands a Man in Jail on felony Child Abuse Charge

Richard M. Oloughlin, a 36-year-old resident of Winchester Lane in Palm Coast, faces two felony charges following a road-rage incident in which Oloughlin was recorded by a 17-year-old boy allegedly assaulting the boy and damaging his car on Palm Coast Parkway Wednesday evening.

As the alleged victim describes it, he was driving his Volkswagen behind Oloughlin’s Chevrolet on belle Terre Parkway around 6 p.m., nearing Palm Coast Parkway, when Oloughlin stopped in the road, got out of his car, and walked toward the 17 year old’s car. The boy, N.M., began recording Oloughlin on his cell phone. Oloughlin had been upset that N.M. was following too closely. He jabbed at the car window, as his fingerprints would later indicate, “then broke the passenger side mirror,” according to his arrest report.




While N.M. was recording, Oloughlin “slapped his phone out of his hand and in the process struck the [alleged] victim’s hand” before kicking the car’s door, damaging it, the report states. N.M. was not injured.

Oloughlin told deputies that he and the other car’s driver were yelling obscenities as they were driving, and that the other driver was following too closely. He said both he and the other driver exited their vehicles before N.M. got back into his car, but not before threatening Oloughlin’s family “by saying he would shoot them,” the report states, though the boy’s video has no evidence of that. Oloughlin did not see a firearm. He also accused N.M. of attempting to run him over.

The video shows Oloughlin approaching the Volkswagen, strike the phone out of N.M.’s hand, and yell out, “get out [of] the car so I can whoop your ass,” even after the boy discloses his age. “I’ll whoop your ass in front of the cops,” Oloughlin says in the video as he’s heard repeatedly striking the Volkswagen.

The damage was estimated at $1,000, resulting in a third degree felony charge of criminal mischief in addition to a third degree felony charge of felony child abuse. Oloughlin was booked at the Flagler County jail, and released on $1,500 bond, with a judge’s order to stay away from the alleged victim.

    I hope Sheriff Staley & his deputies do a better job protecting this kid that they did protecting those who peacefully assembled to speak against the Woolbright Ban on Books at the courthouse while Adults threatened and harassed the kids!
    These 3% must be stopped and their lies silenced!

    You are too old and an Adult, Allegedly, to be engaging with road rage with others especially a minor. He did you a favor by telling you and yet YOU continued. Not too smart sorry.

    Motorist’s need to back off & allow a proper following distance for the safety of all. A few months back I nearly was rear ended by another on FL 100 at the light in front of Advent as it changed & I had to stop for it. Nobody will have a sense of humor when that poor driver rear ends them. I can understand the 36 yo being upset, quite often a potential threat of being rear ended is an assault in & of itself. I mean a VW is roughly a 3,000 lb weapon at 45 mph on Belle Terre. Just because the kid is 17, that’s not an empowered excuse to push a motorist in front of you. All it takes is an emergency stop and the tailgater has caused property damages. Then there’s the injuries from the impact. that may not be a problem in the moment of the accident but days or more after the impact of the collision.

I have to ask, were you dropped on your head as a kid or did you have to work hard to achieve this level of childish behavior?     I see more and more of drivers doing stupid stuff.
    1. The other day at the main intersection of Palm Coast Pkwy and Old Kings Rd. There was a driver in a silver car in front of me turning left to go s. on Old Kings Rd. and he got 1/4 into the intersection when he stopped because he realized he was running a red light. I stopped behind the white line. The idiot in front started backing up and came within a foot of my front end when he stopped because I laid on my horn. Then the idiot has the odasidy to reach out the window and give me the finger.
    2. Traveling east on 100 in front of the airport there was again a kid in front of me in a silver car. Traffic was heavy and he couldn’t wait to get into the left lane to pass the car in front of him because there was to many cars there. So the idiot decides to go off road on the grass on the right and pass the car in front of him. I keep my eye on this idiot and all he does is pull into the race track gas station at Seminole Woods Pkwy and park in front of the store and goes in side. What an idiot.
    3. We has a 17 yr. old kid (again in a silver) car that always runs all the stop signs and cuts corners or takes the
    corner wide and goes about 45 -50 mph. Cops have been notified about this idiot and he still doing it.

    People with brains in their heads need to drive cautiously and I guess stay away from kids in small silver cars. OR
    Lock and Load because you never know what one of these idiots will do. Just like this idiot Oloughlin. Glad he got arrested.

    Technologies readily available today can help correct most of these driving behaviors. I actually can’t fathom why there isn’t more of a push to have cameras and recorders installed in all new cars in America. Insurance companies can expedite this with deep discounts for those that do have them. Want to curtail and damn near eliminate motor vehicle insurance fraud? Get cameras in every vehicle on the road, front and back. When needed, plug into the USB and download. I have them in my vehicles, and yes there has been a time when it was shown to the responding officer and subsequently submitted to my insurance company on a claim when a jackass clipped me. All for less than the cost of a deductable.

    Don’t feed me your freedumb nonsense! Real freedom is knowing that you stand a far better chance of making it home in one piece if everyone on the road behaved themselves in a civilized manner. You get cameras in just 30% of the cars on the road, and you pretty much have full video coverage of nearly all activity that occurs. You could certainly have these two childish knuckleheads, both of them, hemin and hawin around their excuses with the cops while they review what was actually occuring.

    While Dick’s behavior should never be condoned, I can certainly see where he’s coming from. 17 years old behind the wheel of a deadly weapon is not a child – that’s arguably the most dangerous thing on our roads today. If a teenager chooses to act like an ass in a car, then I’m all for distributing a man sized load of knuckles directly into the mouth for their consumption. And if their daddy’s got a problem with it, may they consume the same. Educate your kids before releasing them into the jungle.

    Put cameras in your cars people. You’ll find how it’ll even make yourself a kinder, gentler, more responsible driver.

    Dusty – you have no idea what really happened yet you condemn the 17 year old and admonish parents to “Educate your kids before releasing them into the jungle.” Perhaps the ‘child’ who needs education in this situation is the 36 year old. Kicking a car like a two year old having a tantrum? Seriously?

    And in 31 +/- words, you commit two felonies which could land you in the state prison for a couple of years each. I would be proud to have you for a role model, NOT.

    Too bad because you made a couple of good points before you ruined it by acting all macho.
