Jacqueline Costa, a 49-year-old resident of western Flagler County, was struck and killed this evening as she walked near her home on Mahogany Boulevard in Daytona North, also known as the Mondex.
Donald Alan Barwick, 51, also a resident of the Mondex, was driving a 2000 GMC pick-up when he struck her.
The collision took place around 7:45 p.m. on Mahogany, just west of Avocado Boulevard. Costa, according to a Florida Highway Patrol report, had been crossing Mahogany when she was struck. After the collision, a resident of the Mondex confronted Barwick, causing the driver to move a short distance to await law enforcement.
Flagler County Fire Rescue, the Flagler County Sheriff’s Office and the Florida Highway Patrol responded. The zone around the area of the collision is closed to traffic as the investigation continues. FHP is investigating the crash. Charges are pending.

Not sure how Flagler County works, but in Volusia County when a subdivision is built, it has to be built to meet the requirements for streets, drainage, sidewalks etc. in order for the County (or City they are in) to accept them and maintain them. I’m not saying that is the case for that particular subdivision, but it may be. But with that being said, people are moving out there knowing there are no sidewalks. It is still a very unfortunate situation no matter who the blame falls on. My condolences to the family.

I agree, people walk along the road and ride bikes etc. I know specifically one girl almost died while jogging. Sidewalks NEED to be put in!

I agree!! We also need this road to be replaced. People are all over the road to miss the holes or the bumps.

I agree Rachel. How many people have died on 100 and 305 and 100 and water oak? Turn lanes, Please!!! Too many lives lost because the county and state for that matter (state roads) don’t value anybody in Mondex. But they paved WaterOak as if that was going to help anyone. And we got new bridges :). Both construction projects didn’t enhance safety at all!!!

First of all, my condolences to the family and friends of Ms. Costa. Generally speaking, as long as people and vehicles share the road there will be tragic accidents such as this one. They happen on dirt roads, highways with cross walks, and gated subdivisions. The Mondex offers the opportunity to own a home for those with limited incomes. As such, taxes are lower with a corresponding lower level of services provided, which I think everyone recognizes when they move there, and many seek this out.

Not all homes out here are for people on limited income. My taxes are more than double what my niece pays in Palm Coast. Maybe some of us live out here to be away from snobs telling us what we can and can’t do or be able to own more property. Where are our tax dollars we pay going? Even if everyone out here were low income wouldn’t mean their lives should be of less value! Prayers to the family

Agreed. Sidewalks won’t help if she was crossing mahogony. That is a very busy road. Something does need to be done out there, though. I used to live in the mondex. Even driving at night was scary out there!!!

Just because taxes are lower (in some cases) doesn’t mean safety shouldn’t be an issue.

Taxes may be lower, but there are at least 2400 people living in the Daytona North area, so that’s a significant population for tax payers to be contributing some revenue. Not all these homes are homesteaded, either.
