Though stand-alone parking zones are not allowed in the Hammock, the Flagler County Planning Board Tuesday evening voted unanimously to approve a special exception allowing Bronx House Pizza to operate a valet parking lot south of 17th Road to alleviate parking overflowing on the right of way nearer the restaurant. The county argued that even though the 18,000 square-foot parking lot is a distance from the restaurant, it is not a stand-alone lot since it’s part of the restaurant’s operation.
Planning Board member Mike Goodman abstained from the vote, since he co-owns Bronx House Pizza. He did not abstain from a personal and–in the words of attorney Dennis Bayer–a “highly inappropriate” tirade against Dennis Clark, a Hammock resident and the chair of the Scenic A1A committee that opposed the parking lot plan. Without evidence, other than that Clark was, like other Hammock residents, previously opposed to Captain’s BBQ expansion at Bings Landing, another restaurant Goodman owns, Goodman called Clark’s opposition part of a “vendetta” and started bad-mouthing Clark’s wife before Bayer intervened. That prompted Mark Langello, the board’s chair, to ask Goodman to limit his comments to the agenda item.
“It’s unfortunate they let Mr. Goodman slander my client,” Bayer said later, suggesting the matter will not end there.
After the meeting, which ended after 10 p.m., Bunnell police were called to the parking lot of the Government Services Building on a report that an individual was “being harassed” by “owners of Bronx House Pizza,” according to dispatch notes. “They won their case and started yelling at everyone,” the dispatch notes state. A Bunnell police officer reported back to the dispatch center a few minutes later that “multiple subjects” had engaged in a verbal disturbance. “Upon exiting the GSB parties taunted the other and laughed.” The caller to 911 worried about the altercation becoming physical, “however they were advised there was no physical violence, no threats made.”
Goodman was recently reappointed to a seat from which the County Commission had booted off a previous occupant for lying about a commissioner and responding poorly and rudely to a public record request. Though having a direct monetary interest in the matter, Goodman was not barred from taking part in discussions about Bronx House Pizza’s application for a special exception, only from voting on it.
County staff recommended approval of the special exception. Neighboring residents were opposed, as was the Scenic A1A Committee, which reviews all development applications in the Hammock’s scenic overlay, where regulations are stricter than in other unincorporated areas of the county. The state Department of Transportation will control the driveway connection to A1A, not the county. The new lot will not allow the restaurant to exceed its seating limit of 160.
“A1A had come back with their review and said traffic flow will create a real safety issue,” Adam Mengel, the county’s planning director, said. The group noted that stand-alone parking lots are not a permitted use in the overlay. The Bronx House lot would set a bad precedent there. “I feel instead it would set a good precedent,” Mengel said. “I’ve concluded my staff report saying I think we need more parking lots. I think we have to look at other beach-side towns like Flagler Beach and where they have public parking areas that promote public access. And I get it, this is not close to the beach, but it’s close to commercial operations that are supporting the beach activities.”
Robert Sprouse thinks otherwise. “I have the displeasure of actually being the neighbor of Bronx House Pizza,” he told the board. “I keep hearing about the infrastructure and development. Well, we’re not Flagler Beach. We’re not Daytona Beach. We’re not St Augustine. We’re the Hammocks. We’re a small, little community. We’re not asking for this infrastructure. We’re not asking for this development. We don’t need another parking lot, okay?” His property is so close to the restaurant that he’d forbidden his daughters from playing outside as drunk customers yelled into his backyard. “These are the people talking about community and neighborhood, yet they have shown complete disrespect and care for our community,” he said.
Assistant County Attorney Sean Moylan said the parking lot is not stand-alone, in that it is not an operation set up as a parking lot “unto itself,” to make money as a parking lot. “There will be filed a covenant restricting its use as a valet parking lot for as long as the Bronx Pizza shall be a restaurant.”
Bruno DiFabio, who partnered with Goodman to open Bronx House Pizza, told the Planning Board that his intention was to resolve the parking problem on A1A even though, bewilderingly, he claimed “we haven’t created this problem ourself.” Moments earlier he’d said “we may have brought some of this problem on ourselves” with such things as charity events. The restaurant’s fund-raising, he said, has raised $120,000 for “homeless shelters around the area, just in this area right here.” (It wasn’t clear what homeless shelters DiFabio was referring to, as there are one in the county. The Sheltering Tree, a non-profit, operates a cold-weather shelter on rare cold nights, at Church on the Rock in Bunnell, an operation funded in part by the county and in part by the Sheltering Tree.)
Goodman, he said, told him to “stop with the with the bands” and “stop with booking events in the back” to cut down on the parking problem. The restaurant had operated a beer garden until around June, when the music acts also stopped. Residents fear both will resume with the added parking lot. (Nearby Bartletts, what used to be a wine and cheese shop, has long had music and a beer garden, a member of the Bronx House team said, yet no one says anything about it.)
Goodman and his operation bought the four parcels at the end of May for $430,000. “What did I do for my family after investing all my money in this, my life savings in this, now, I have to postpone my gratification for how many more years until we replace that $430,000, and what for?” DiFabio said. “We tried to solve a problem here again, that that wasn’t solely created by us, but what it is, is it’s a net benefit to the entire community, to the entire business community, that’s what this is going to end up being.”
Neighboring residents and businesses did not see it DiFabio’s way. Leah Groom, a Sanchez Avenue submitted a petition reflecting “a collective concern” and “strong opposition” to the special exception. “Our community has always valued the integrity of our zoning laws and development codes which have been crafted to ensure balanced growth and preserve the character of the Hammock as well as safeguard our shared quality of life,” she said. “The proposed exception not only goes against the ordinance, but also sets a potentially harmful precedent.” She spoke of unauthorized tree removal at the proposed lot.
“The power dynamics at play are real and significant, and they cast a shadow of the fairness of the decision making process, as well as real fear for retaliation or harassment of the residents,” Groom said. “The disregard for existing codes and the lack of meaningful dialog with residents highlights a significant issue decisions are being made without consideration of those who live and work here, I resent the fact that business owners have been characterized as real community members trying to better the area. There has never, not once, been an effort made to engage with the community. We are not anti-business. We are for responsible and respectful growth.”
Clark, when it was his turn to speak, swiftly contradicted DiFabio’s claim that the parking problem was no the restaurant’s doing. “Bronx House is attempting to solve a problem they created themselves by creating a worse one. A worse one,” he said, citing the restaurant’s original approval by the Planning Board for 750 square feet and four employees. “Since opening, they have doubled it with the front patio and tripled it with with the beer garden, without providing more parking spaces. The traffic patterns from the valet parking lot create an extremely dangerous condition.” A diagram he provided illustrated his claim, including the prohibition on left turns coming out of either Bronx House or the prospective lot. “What happens when the valet is not there to pick up the car wherever the cars queue? How does a valet unlock and lock the security chain on the overflow lot every time?” Across the street, vehicles are exiting the Publix and SunTrust parking lot, making it an “especially dangerous precedent for the National Scenic Byway and All American Road.”
Chris Herrera, until 2016 a partner with Goodman in the Captain’s operation, was the only public speaker, other than DiFabio, to speak approvingly of the proposal, describing how the big truck he drives makes u-turns in the restaurant’s parking lot impossible.
Bayer, the attorney representing the Hammock Community Association, stressed the prohibition on stand-alone lots, wondered about the whereabouts of an apparent agreement Mengel had referred to, and cast doubt on the county shrugging off the lot’s interaction with A1A to the state transportation department since the county isn’t responsible for the parking’s driveway. He proposed a limited experiment with the lot before decisive approval. “It just seems like there’s a lot of questions that need to be answered before you can take it to the next step,” he said. “The final point I’d make too is, how do you monitor that five months from now, 10 months from now, that it is only being used for valet parking? It just seems like there needs to be some more safeguards put in place, as far as that part of it’s concerned.” No such safeguards are written into the exception.
Goodman had nearly the last word. He rejected insinuations that he was felling trees indiscriminately, or was an inconsiderate neighbor. “If anybody knows me, realizes that we preserve the trees that are on our property. We preserved all the huge oaks on the back of the Bronx House,” he said. “We preserved all the big oaks on the piece of property that we purchased. At the end of the day we’re trying to be good neighbors. We’re trying to do the right thing, and for people to come up here, some people, not all, and cast us as bad neighbors, I’m sorry: that’s just completely wrong.”
Board members applauded the business’ efforts and moved on to the approving vote. The matter ends there unless any of the parties opt to appeal the decision to the County Commission.

The corruption in this county stinks to high heaven, and it’s all done out in the open.
For those of you who don’t watch the Flagler County Board of County Commissioners, either in person or via livestream, Mike Goodman (Captain’s BBQ) was voted BACK ONTO THE Flagler County Planning Board earlier this year by SECRET BALLOT lead by Adam Mengel.
Secret ballot is a violation of Sunshine; however, no one and I mean no one (including the county administrator, county attorney, none of the county commissioners or any clerks in attendance voiced objection to the SECRET BALLOT lead by Adam Mengel. I watched in disgust as each of the county commissioners wrote down their SECRET VOTE on a piece of paper and Adam Mengel then collected each county commissioner’s secret vote paper vote. Adam Mengel then tallied the votes and announced that Michael Goodman had won and that he was going to get the empty seat on the Flagler County Planning Board. The public was not make privy to the actual votes. Outrageous. And all out in the open. It was very uncomfortable to watch because even the participants seemed to know they were violating the law but went ahead with it anyway.
I was outraged watching this blatant violation of Sunshine while absolutely no one voiced strong objection.
The next morning I emailed a Freedom of Information Request to get the actual votes. In other words, what county commissioners voted for Mike Goodman to be reappointed by secret ballot to the Flagler County Planning Board.
Votes were as follows:
Andy Dance – Michael Goodman.
LeAnn Pennington – Michael Goodman.
Greg Hansen – Michael Goodman.
Dave Sullivan – Michael Goodman
Donald O’Brien – Fellicia Cook.
It was seemingly fixed before the vote.

Then those same people voted YES today to allow the Bronx House Pizza (co-owned by Michael Goodman) parking lot. Another seemingly fixed vote.
For those who think Andy Dance is a saint and God’s gift, sooner or later, you’ll find out who this guy really is, and that’s a conniving so-and-so only out for himself. Over the years, he’s carefully crafted an image that masks who he really is.
By the way, I can post copies of those paper votes for anyone who doesn’t believe me.
The county commissioners ‘working for us” is a joke. They’re all in it together as evidenced by the SECRET BALLOT and the actual vote to reappoint Michael Goodman of Captain’s BBQ as well as approving his new parking lot in the hammock.

How was he (Mike Goodman) reappointed after being asked to resign in 2021 due to conflict of interest? Agreed he does not vote on his properties but he still has influence with the Planning Board members and County staff. Please fire him again! Also the Planning Board member who basically said he was asleep and missed some of the conversation at one point and stated he didn’t know where this property was. He stated that he should have gotten in his car and drove over to look at the property in question. Should he have voted because he didn’t even know where the property was located! Come on Hammock… lets get someone on this board who wants to protect our Hammock and not do it for selfish and self serving reasons. If we don’t we aren’t going to have anything left with all the variations and new zoning definitions being granted, our time is running out fast.

I feel so bad for the folks who live near Bronx. The food trucks, stage, port-o-lets, tables and chairs are still sitting in the beer garden. Once that valet parking lot operation begins, it will open back up. The increased traffic and the amplified music will again be forced upon the neighbors. I just do not understand how a business can be so inconsiderate of others.
I hope that my assumption is incorrect, but Bronx would not agree to closing the beer garden permanently at the Planning Board meeting.

Is the existing parking lot & parking situation for Pick-up as to go orders ? Maybe they need to offer delivery service instead, Door Dash or their own BPH food delivery ?

After reading numerous comments on various articles posted by you, my thought is that you need to to school and get educated on reality. Specifically, economics (micro and macro), the tenets of capitalism and also the Florida Sunshine Law. You may also want to read some of Milton Friedman’s books.
Simply spouting off your backwoods comments isn’t enough. Get educated and then maybe you’ll begin to operate in reality.
I didn’t lose an election and I’m not sitting on “there” (the) couch and there’s no sour grapes. I’m a business owner.

This is par for the course with transplants from New York, hence “Bronx Pizza.” Mike Goodman is a fine example of bullying your way around to get what you want and flaunting it in the faces of those who opposed it, as he did with the lengthy, drawn-out lawsuit with the county over Captain’s. Mr. Goodman learned nothing from the New York University Graduate School of Public Service, and that shows with him being removed from the planning board. Residents should ask which county commissioners are being paid to allow this “cancer” back on the planning board. Just because he “recused” himself from the vote doesn’t mean his influence with other board members didn’t affect the outcome. I will not spend another dime at Bronx Pizza or refer anyone there again. The same goes for Captain’s BBQ. I’m 52 years old and used to ride my bike in 1990 from Palmwood in Palm Coast to the counties building in the Hammock for summer school. No bike paths, no nothing just a dusty little ghost town with cracker jack beat-up mobile homes and addicts. It was quiet there because the people from Flagler Beach, and Bunnell used to all flood Palm Coast for whatever it was they were looking for. These bumpkins continually want to blame northerners for the growth. Did you stick your finger in Zoey Forehands chest and complain about the new hotel??? It’s your “Southern” counterparts selling off the property, like exactly what’s about to happen to the westside of Bunnell. Some people love rewriting history.

Yes, Marty, I live in the Hammock, and why would I lie about that? I have a deep personal connection to this place, as I’m sure you do too. I would’ve preferred that the Hammock was left to what you said; it was back when you rode your bicycle to summer school and the same dirt paths I rode. The ‘addicts’ you speak of are people, too, and didn’t bother anyone. We worked, contributed to our community, and played harder. I, like many people I grew up with, did, too. The long-term impact of the growth, Marty, is something we need to be aware of. It will eventually destroy this once-quiet community. You mention the hotel too? I’m not a Flagler Beach resident, Marty, but did I oppose it? Yes. So, what good would it have been for me to ‘stick my finger in Zoey Forehand’s chest?’ they built it anyway despite the opposition. As for my ‘southern counterparts,’ people grow old, and some family farmers opt to sell off and retire. Do I agree with it? Not necessarily, but it’s life. Again, there is more growth this fragile community can handle.

Just exactly what in the world would those who are opposed to this valet parking lot have the business owners do? I drive through the Hammock on A1A and frequently see all of the congestion, cars parked on both sides of the entrance to the pizza restaurant making it difficult for anyone leaving to see around them to ensure if it is safe enough to merge into traffic. There is no left turn lane, traffic sometimes backs up while someone turns into the parking lot, etc. The restaurant is popular and SOMETHING needed to be done because their parking lot is obviously not large enough for the number of patrons who love to eat there. It would be nice if people could actually discuss solutions, alternatives, instead of just going to meetings and trying to stop everything all the time because guess what? Progress is going to happen whether people are for it or not. And as communities grow, which is what is happening here in Flagler County right before our eyes, NOTHING is going to stay the same. That doesn’t mean we have to allow developers to destroy everything around us, but have you ever heard of the saying “come to me with solutions, not just complaints”???

If you come here, and see what they are proposing, and how it effects the people living around this selfish nonsense, you may understand better. We were already almost hit twice on A1A, because of the lousy parking by these two restaurants. We had to quickly turn to the middle of the road to avoid accidents. Vision was obscured. Now, there is no resolve for the mess on 17th Road, and Bronx will add to this confusion. They want to use the FDOT right of way for personal gain. They damn well know they, and their padded friends, are breaking safety rules for profit.

No, you’re not wrong. I’ve seen the changes, the growth everywhere including the Hammock in the last several years. Traffic along A1A in that area never used to back up like it does now. But having dined at the Hammock Beach Resort’s restaurant and seen all of the condos/vacation rental units there, which are many, many more times the size and scope of anywhere else in the county, I wonder if that expansive property is driving all of the other changes including new restaurants along that portion of A1A. Tourism drives new businesses, which increases competing businesses to open up in the same area, and it just escalates from there. I don’t see it stopping anytime soon as long as there is vacant land to build on, which there is a lot of in that area. In other words, it will get worse, not better, and not to the benefit of residents who live there and want it all to stop as long as people want to come there to stay, eat, or visit the beach or intracoastal waterway.

Furthermore, the people who live here, and have experienced the Goodman type of “growth” are not complaining unreasonably. No one gets a deal, to have a restaurant on the ICW, in a county park, where the tax payers pay for maintenance, and the rent is lower than an inland studio apartment. Goodman may cry about his investments, but he is given more, by the taxpayers, than anyone should receive.
The Scenic Byway people (I am not a member, but support most actions) are simply working to keep some of the maritime hammock beauty from being destroyed, and have provided a very good alternative for parking that would eliminate the safety hazard proposed by the Pizza restaurant. That should have been considered a win-win. They have shown themselves to be responsible, and not at all like condo commanders. Most of the residents here want to keep this island from becoming just another strip mall, roadside, same old indescribable nothingville. This area is so unique, and a buffer between you and the ocean and wind effects of hurricanes. For this, they are harassed in the county admin building parking lot by the restaurant owner and friends.
That being said, Bronx Pizza provided plans to the county, that were approved, and as such, was built. That’s that. If they do want a Beir Garten, start it somewhere else. Palm Coast could sure use something to do. The buildings here were designed with local coquina rock exteriors, not urban red brick, but Bronx got the New York brick, so move on. No, not good enough. Ignore, laws. Ignore rules. Ignore what the locals want in their own neighborhoods. Push the limits without regard for safety. It’s party time for the vacationers!
The county commissioners and planning board members are all slapping each other on their backs. I wrote before that I would not vote for any individual whose political sign was in front of Bronx Pizza or Captain’s BBQ. Maybe look into who funded these politicians’ campaigns. As a retired Officer, tell me these new plans are safe.
As it is, we are inundated with vacation rentals, and loads of strangers everywhere, who have no concern or regard for those who live here. To them, we are merely the front desk, and this is a place to use up.
That is not “growth,” that’s greed.

Bronx Pizza, Bartlett’s, and the Flagler County administration do not give a rat’s ass about the Hammock community, and never have. Not in the last 15 or so years, certainly. They are only concerned about a few, including themselves, making money from the vacationers, who have no clue about the area, nor do they care. Bartlett’s, another place run by nasty people in my opinion, has had numerous complaints about loud music. There have been drunk, boisterous people wandering our streets. The noise and music can be heard residential blocks away. So, Bronx Pizza’s drunken patrons yelling at neighbor’s kids is improving the neighborhood? We don’t need that kind of “improvement.” We don’t want your “improvements” and you already know that.
Shame on you, county! You are only working for a few, not the residents who pay you an honest living. This is a *special exception,* and by no means the norm. There is no excuse for this. The only “precedent” it is setting, is corruption.

Goodman is crying about the money he spent on the four lots. Oh, boo hoo! Seriously? Well, that’s just a bad decision, unless he knew he would get what he wanted. He always does. He did before, leaving us with the Captain’s BBQ debacle, and suing the county (tax payers) for not giving him more. Next, he’ll sue the county again for not getting the sewer system to him fast enough, supposedly harming his restaurant business.
Goodman and DiFabio are just pushy New Yorkers, harassing the locals, and wanting to take over the Hammock from us dumb locals, and they are doing it with our county tax dollars and the blessing of county administrators. Their pizza and bbq is mediocre at best, so there must be some palm greasing. It is certainly not worth it otherwise.
Bronx Pizza, Bartlett’s, and Flagler County, and all personnel involved (FDOT will be notified as well) you are on notice that you have created a safety hazard, and will be held responsible for any and all accidents in the area. You have intentionally made our roads, and the state road, dangerous. You have skirted rules and regulations for profit with your special exception. It will be your patrons, and innocent drivers too, who may be hurt, or killed, as we dumb locals will stop using 17th Road. The county has given the road to you, and taken it away from us.
What a crappy legacy y’all have put forward to trash our Hammock.
