‘I Run the County,’ Commissioner Joe Mullins Tells FHP; A Trooper Calls Him ‘Belligerent’ and ‘Disrespectful’

Flagler County Commissioner Joe Mullins, who has made a chronic habit of speeding, getting pulled over then attempt to get out of a ticket by abusing his authority, told a Florida Highway Patrol trooper that “I run the county” in one such attempt on I-4 last month, video of the encounter shows.




Mullins was interrupting the trooper, who was explaining to the commissioner why he was getting ticketed for going 20 mph over the speed limit (90 in a 70). The trooper ignored him and continued to explain Mullins’s option. It was Mullins’s second attempt to pull the commissioner card, the first attempt being a literal attempt to do so: he’d flashed his business card to the trooper, as he has to other law enforcement in similar situations. Earlier in June, when he was pulled over in Seminole County also for going over 90 mph (in a 60 mph zone), on I-4, a trooper there reported to his dispatch center that Mullins “flashed his business card to get out of ticket.”

FlaglerLive reported on both the I-4 and I-95 incidents previously, with video obtained from the I-4 incident and court documents from that and other incidents. Further documents have emerged since, including video of the I-95 incident, fleshing out the details of those encounters, which portray Mullins speaking to troopers in even more hostile or egregious ways than previously reported. Audio on the video of the I-4 traffic stop was especially muffled by noise of the Interstate, making various portions of the confrontation between Mullins and two troopers who had pulled him over difficult to decipher in parts. (Defending himself on social media or elsewhere, Mullins attacked the reporting, calling it lies. After this article published, he reduced the issue to “something as simple speeding ticket” in a video on his Facebook page, and said the problem was “Democrats out there smoking crack.” Mullins considers himself a Republican.)




But the troopers relayed their exchange with Mullins to the Florida Highway Patrol dispatch center in St. Augustine, a transcript of which was obtained by FlaglerLive.

After he was pulled over for going 31 miles faster than the posted speed limit on an express lane in Seminole, the trooper reported, Mullins, who immediately identified himself as a Flagler County commissioner–it is not clear if, in that stop, he claimed to “run the county,” but he did say he runs the state–was “extremely condescending, belligerent, illogical and disrespectful,” according to the trooper’s own words.

Mullins routinely portrays himself in public or at the county commission as a friend of law enforcement. He is running for reelection (he was elected in 2018), with his alleged support of law enforcement a prominent part of his campaign. He speaks of himself as a man who respects all those in uniform and the work they do–and who prays for them, his head in a pronounced bow, at the beginning of each meeting.




That was not how he responded to being pulled over last month in Seminole, when, after failing to get out of a ticket, he decided to argue with the troopers: he lambasted one of the two for the way he’d been pulled over, then he threatened the trooper’s job: “Stated it would be a career-ending move if I arrested him for failing to obey a lawful order,” the trooper reported. Both troopers had been ordering Mullins to drive off, after he was ticketed. Mullins argued instead, and drew a threat of getting arrested.

He was not as belligerent in the Flagler stop, when he was clocked going 92 in a 70. Mullins is heard saying something about not realizing something, an apparent reference to his red Ferrari, by which time he’d already flashed his business card and handed it to the trooper, who kept asking Mullins for his insurance and registration. He handed an insurance card that had expired in 2019, but said he had a copy on his phone.

The trooper told Mullins that he would normally issue a warning, but Mullins had already received one such warning recently–a yet-unreported additional instance of speeding–so he would have to be given a citation. Just as the trooper was telling him the citation would have to be paid within 30 days, with three options, Mullins interrupted him. The trooper did not understand at first. “I’m sorry?” the trooper asked him.

“I run the county,” Mullins tells him.

“You run the county?” the trooper asks him, clearly nonplussed for an instant–as Mullins says he’s the “chairman of the county commission,” a ceremonial role that requires him to run commission meetings, when he is there to run them (the task has on a few occasion gone to Greg Hansen, the vice chairman, in Mullins’s absences), but that does not give him any more power than other commissioners, let alone the authority to “run the county.” Doing so would be a breach of law. The actual running of the county is the responsibility of Heidi Petito, the county administrator. Commissioners only set policy and direction for Petito to follow, without administrative interference from commissioners. Not all commissioners understand or respect the boundary.




The trooper did not seem interested in Mullins’s title. He quickly returned to the task at hand: “I just want to explain, I don’t want any miscommunication, so I just have to explain, OK?” the trooper tells Mullins. He then gave him the various options to either pay the ticket and get three points on his license or opt to fight the ticket–which Mullins did, in effect putting to work the near form-letter he’s used in at least one other instance, pleading with a judge to withhold adjudication.

A judge ordered him to take driving school on June 27 (he elected to take driving school regarding the Seminole ticket, to avoid points), and Mullins paid his $281 fine last Tuesday, handing in an “A+” for his completion of traffic school, at LowestPriceTrafficSchool.com./

    So Mullins opts for one of his 5 defensive driving courses in his lifetime, no more than a couple in the same year to escape points vs his license. The game of state statute 316 with penalties 318. It’s really not in your best interest to exceed the speed limit. Most cars the speedometer has error padded into the indicated speed based upon wheel size & wear. It errors qo the high side, meaning every 20 mph you’re actually going 1-4 mph slower than what you speedometer indicates when using the OEM tire size. For example, one of the speed wagons law enforcement puts on the side of the road, my car speedometer indicates 30 mph, The law enforcement calibrated speed wagons indicated I was doing 28 mph. Commutes are a function of time & distance with traffic. Do the speed limit and for 70 mph, you’ll be under the speed limit. Honestly, since computers rule the day for automobiles, why isn’t there some sort or programming that governs how fast any car in a non emergency situation can go. If they can provide 5G or internet nationwide, the speed limit can be controlled that way and there would never be another speeding citation ever issued. It would fall on DOT & Federal Highway agencies. Biden could save more fuel & lives this way by taking the ball out of the hands of the 650+ HP street racers. Oh wait, their are supply chain chip shortages under the Biden. We live in a world that sells a Ferrari or a Benz to Mullins, then enforces 70 mph on the highway. If 70 mph is the fastest anyone can go, that can be limited. EV’s are my biggest concern in that regard, they accelerate quicker than gasoline cars. Exceeding speed limit is one thing, accelerating 0-60 in less than 3 seconds & being able to stop for a pedestrian or pet is another.

    I didn’t vote for him the first time because I already knew who he was.

    A background check and research goes a long way. And can easily be done. Despite all his persitence and denial of past issues already documented I did not like my gut feeling. And as someone who worked in Law Enforcement I learned to trust that a long time ago.

    Sadly he bamboozeled the majority voters in this county. And we have been stuck with him for this long. If he is re-elected for a second term Flagler County has no one to blame but it’self. And deserves to be stuck with him for another 4 years.

    Every job I ever had required an Oath Of Office. And made me accountable for my behavior on and off the clock. Therefor I have always held sworn officials to higher standards. If you or I ran around this county acting like this we would have been arrested. And unemployed a long time ago. Unfortunatley this guy has some sort of pull over our Sheriff and Judges. And enjoys their protection. Maybe that should be looked into as well.

    I hope his insurance company raises his premium through the roof! There is ample enough documentation for whoever insures him to see that he is an accident waiting to happen, and more immature than a newly licensed 16 year old. Thankfully, FHP has his number now, and have documented in their system that he is a repeat traffic offender so all of the troopers will know NOT to even consider a warning when dealing with him next time, which will probably be in a day or two.

    I know in a reelection year,the candidate OFTEN gets their name smeared by a VERY few people and that is how VERY good people LOSE elections.

    Mullins is an infantile personality who’s been playing the ‘Entitlement Game.’ That’s where someone in power (or who imagines themselves to be in power, like Karens do) openly breaks the rules and expects to be treated as ‘special’ enough that they’re excused from taking responsibility. If they’re allowed off the hook, they get an intoxicating ego rush of affirmation of being ‘special.’ If they’re NOT treated as ‘special’ and ARE held accountable, they cry foul, since their own self-serving rules (which have more weight of authority to them than the collective rules) have been broken. The Entitlement Game is epidemic among power-holders because so many of them are motivated to get into those positions for the very sake of playing that Entitlement Game. We see them in the news all the time (Prince Andrew is an extreme example). So their violations aren’t just accidental byproducts of a poorly disciplined personality – they’re deliberate attempts to get ego affirmation by way of indulgence by other authorities. And whenever those other authorities indulge them, it feeds into the game and make it worse in both the rule-breaker and in the overall system.

    He did this on his own. He got ticketed twice for speeding and it’s now been broadcast on the afternoon news, the actually troopers video with audio. He tried to use being a County Commissioner as a way of getting out of being ticketed.

    More than likely, if had just sat quietly and took each ticket, the general public wouldn’t know about this.

    Mullins has “pledged “ donations to SO many fundraisers and nonprofits that he has NEVER donated crap too!!
    “I’ll pledge a $1000 to help”. He’s good at saying that but never follows through. I’ve seen it on three separate occasions.
    The only thing he runs is his mouth.
    He thinks he is untouchable because he’s a county commissioner. Boy, you need to learn your big head and big mouth can’t buy your way out of everything. There are people who have integrity and can’t be bought and don’t give a crap who you are.
    You put your pants on the same way as everyone else. So climb off that high horse you’re on and obey the law like the rest of us.

    You’re right – nobody likes being pulled over – but if you do get pulled over – be an adult and own up to your behavior – don’t try to talk your way out of it (multiple times) by pretending to be somebody important.
    He’s only important to himself – but even if he did run the county…he broke the law (repeatedly) and deserves what he gets.

    The little boy is a little fish in a large pond, but no one has told him he is not as important as he thinks he is.
    You would think someone that is a County Commissioner would respect a State Troopers request when pulled over for breaking the law. He has no business being a County officials when he doesn’t respect the counties laws on driving.
    Did he ever think he could have hurt someone speeding in a red sports car going 90 mph? He is just like Trump who he worships, they don’t feel the law is for them just for others.
    He claims he was in a rush because he was getting out of town company, I believe he used that excuse the last time he was pulled over but I could be wrong.
    Whether your Republican, Democrat or Independent, vote this clown out of office there has to be a million more qualified candidates in this county.
    This made the Daytona News Journal showing others what loser Flagler County has in its Government Offices. Pretty pathetic to say the least.

    Unfortunately, Mullins is an arrogant, sometimes disrespectful man in a position of authority, who clearly does not know how to handle his position of power within the government and for that matter, it’s clear to me that Mullins’ demeanor would be the same whatever he is doing and/or wherever he chooses to be placed within our society. The best way to judge a politician, or for that matter anyone in a position of authority, is watch and record their actions, decisions, etc., while in that position. No offense meant, but his actions dictate that he should be removed from his political position and go on his way.

    Leann Pennington is running against Mullins in the primary on Tuesday, Aug. 23. She’s an excellent, highly qualified candidate who could run circles around the self-serving Mullins. Also, whichever one of the two wins that primary will go into the general election on Nov. 8 and face independent candidate Jane Gentile-Youd, who was a Dade County Zoning Board and Community Council Member for many years, and who won many civic awards. I have heard a strange rumor about another possible independent candidate with an alleged connection to Mullins. We shall see what transpires in that regard. But bottom line, voters have choices in this race, and the best choice is Anyone-But-Mullins.

    @ Josh, Not to defend Mullins, but Ferrari has an unusual sales logic, you cannot walk into a Ferrari Dealer and plunk down cash for a new high end Ferrari, those are reserved for High end clientele with long history of purchasing Ferraris and maintaining them as required at the dealer. So you are basically forced to buy a lesser Ferrari, sometimes several and establish a rapore with the dealer etc. before they roll out the red carpet for you to buy the high end models. Jay Leno loves ferraris has one of the most expensive car collections in the world but will not buy a Ferrari for this reason. My point is a 10 year old used lower end Ferrari (As Mullins was driving) is worth about as much cash as if you walked into a Chevy dealer and shelled out for a brand new loaded pickup truck. There are hundreds listed for sale under $85K all over the used car market. They drop value with mileage significantly, due to maintenance costs.

The most widely read newspaper in the world, the (London) Daily Mail online, published the story yesterday about Joe’s speeding stop, quoting FlaglerLive. Flagler County residents are fed up with his arrogant, narcissistic behavior, and now our county has a tawdry international reputation because he’s still in office and no one watching from the outside can figure out why. All of the sycophants in the government building who’ve been buddy-buddy with Mullins had better start distancing themselves, because the crash and fall of Mullins is coming.

    He broke the law, and threatened the officer’s job as part of his “communication” skills. You are correct in stating that no one likes to experience the consequences of their stupidity and disregard for the law. But this narcissistic clown doesn’t get to pick and choose which laws he obeys. Relative to your rationale, even if he caused a deadly accident he should be allowed to “communicate” his way out of his responsibility because he is a county representative and drives an expensive car.     Timothy Patrick Welch: unfortunately his fellow commissioners with the exception of Andy Dance are all stuck up his ass, instead of denouncing his past horrendous behavior they rewarded him with the gavel as the head of the commission which emboldened him more and NOW with his most recent obnoxious behavior directed at our law enforcement they have cancelled all further meetings until sometime in August thinking maybe that people will forget, so they are actually getting paid and not carrying out their full responsibilities to us taxpayers who pay their salaries. Any candidate who is running in PC and Flagler County should denounce him as there are some who are still his strange bedfellows.

    It seems to me that the exclusive reason for Mullins being amongst us is that he is looking at the opportunities becoming available in the county for “slum-lords”, or owner/renter of properties to add to his list of properties. According to his website, he has ownership/control of many such properties in Augusta and other locations. He is hoping that he can turn his “I run the county” mentality into a treasure trove of “insider” deals with builders who would be within his power of veto or control of the voting commissioners, several of whom seem to be in his camp, refusing to hold him accountable. I know these commissioners and do not understand the reason they have turned to his mentality and schtick to the detriment of the citizens who elected them to represent them fairly and honestly.
    Has anyone but me looked into his financial statements and his affiliation with the “Whitson Group” in Jacksonville? It looks like they launder money and return it to him through the “Focused on Flagler” pac he controls? Also have you noticed his contributores, except for a couple of his fellow commissioners, are from out of the state of Florida and many are relatives. Could this be more of his “money laundering” his funds through his relatives?
    More questions with him than solutions!
