18-Year-Old Palm Coast Man Accused of Molesting Girl, 12, On Bike Ride in R-Section

Owen Parker, an 18-year-old resident of 3 Regent Lane in Palm Coast, was arrested Monday on a second degree felony charge of molesting a 12-year-old elementary-school girl as they were riding bikes in the city’s R Section earlier this month.


The girl told members of the child protection team in an interview on Nov. 12 that eight days earlier, between 2 and 5 p.m., she had been riding her bike with other 12-year-old friends in the area of Regency Drive, which intersects at two points with Regent Drive. The neighborhood is a few blocks west of Rymfire Elementary.

The alleged victim and her friends briefly got off their bikes to exit a wooden trail they’d been riding on. It was then, the girl claims, that Owen grabbed her from behind and touched her in her genital areas, the arrest report states. The girl “stated she fought and kicked and was able to get away from Owen Parker and rode home,” the report states.

A Flagler County Sheriff’s detective interviewed Parker, who said he was riding with the group of friends, along with the alleged victim, that day (Nov. 2). He described riding off a couple of wooden trails in the areas of Regency and Red Mill Drive, and “admitted” to kissing the 12-year-old girl, the arrest report states. He then told the detective that he grabbed her from behind and grabbed her vaginal area over her clothes.

All the while he was aware that she was just 12, he conceded to the detective. Parker “also admitted to making statements to other juveniles in the neighborhood that he was going to ‘get with’ the female victim and needed a condom.”

The detective interviewed one 12-year-old witness who said he saw Parker “forcefully grab and kiss” the girl while they were in the woods. Two other juveniles had heard Parker mention he needed a condom, the detective reported.

In mid-afternoon Monday a deputy served an arrest warrant at Parker’s house. The warrant was signed by Circuit Judge Scott DuPont. Parker complied without incident and was booked at the Flagler County jail on $20,000 bond. He remains there today.

A second-degree felony exposes Owen to up to 15 years in prison if convicted. But at times, and especially when involving first-time offenders–and adequate legal representation–such charges are reduced in plea deals to battery or assault, with probation a likely outcome. Such plea deals may also avoid the sex-offender designation.

    “FIrst time offenders”. If you stop the pedafile on the first offense, there would not be “repeated offenders”.

    18 yrs old, adult male, allowed to vote, should be held accountable for his decision to “forcibly molest” and “attempted (Premeditated) sexual act” upon an elementary school girl.

    SInce it was premeditated, he should at least have a “Preditor” tag, 1st offense or not.

    owen is not a monster the boy just made a mistake and my prayers is for the girl that the LORD WILL COMFORT HER . help her to get all the help she needs.and that she can forgive owen..

    as someone who knows owen i am deeply sadden by this. i am not a family member, but i am sorry for the family , owen as done work for me and he a good kid he just needs help and prayers i for one will not give up

    on this boy because the lord can set him free and use his life for his glory so to all say some prayers for all

    in this sad story that some how GOD will turn owen around and make him a man of GOD

    Yea, because God is going to place his hands around the judicial system and give this kid what he deserves. God can’t fix somebody, cause free will. Holier than thou holy roller. This LITTLE GIRL is probably scarred by what happened her, but don’t worry. God allowed that to happen.

    @Anonymous. You are delusional. If it was your kid that he did this to you woild have different feeling i can promise you that.. god didnt make him do it and he needs to pay for what he has done. If you want to pray for him go right ahead. It has been proven that people that do this will repeat and take it farther would you feel he was a monster if he killed someone. He is a monster and a predator and needs to go away for a long time and see how it feels when the samething happens to him in jail they dont like child molesters on the inside..

    Molesting a 12 year old girl is not a mistake. It’s an adult making a conscious decision to grievously violate the rights of a minor. Praying doesn’t stop a molester, prison will as long as they are in there.

    As someone who personally knows Owen, and even consider him as a friend. This comes to me completely by surprise and I cannot believe what has happened. Owen is definitely not a monster, but he did something that was absolutely stupid and definitely unacceptable, justice must be served…. unlesss of course, you’re Hillary Clinton

    I am not hiding behind a name.. as you read this you will know who i am.. And as far as him not being a monster….and as far as he made a mistake… it is not something he can just erase or whiteout.. he is a monster… he planned premeditated( how ever you want to put it..) to do this to my child.. he was not riding bikes with them.. he sought her out… he forcefully grabbed her and grabbed all over her private areas.. while she was trying to get away telling him to stop and let her go or she was going to tell.. luckily one of her friends turned back around to see where she was and seen what was going on.. what if her friend did not turn back around. How far would this man have gone.. beat her.. kill her
    .. so would you say he is a monster then??? If my child ended up DEAD? He has changed my child’s life forever…. you have no idea what he did to my child.. my family.. what would you call a monster…

    And his bond is too low for a crime like this… I can’t believe that are judicial system would give such a low bond…. even after him admitting to doing it.. it is messed up and completely upsetting…

    Please someone explain why a guy a coach that molested 2 girls is held on a 500 thousand bond and the guy who molested my child is only held on a 20 thousand bond.. how is this right.. please tell me what the heck is going on with this… WHY

    Just out of curiosity anyone who posts and or reads this please tell me what makes a monster. Because i know what i consider someone to be called a monster is: for some in my eye to called a monster is someone who changes either someone or a familys life for ever with consciously knowing what he is doing. What he did was no mistake. He knew what he was doing and he pre-planned what he did. He has changed the life of that little girl forever. If thats not a monster then please dont write that you know him and that your suprised and sorry for what he did. Because he is not sorry.. sovas i say again he is a MONSTER who needs to pay.
