Car Reported Stolen By Inmate Leads to 4 Arrests at Suspected Drug House on Palm Coast’s Ft. Caroline Ln.

The house at 21 Fort Caroline Lane had been under sheriff’s deputies surveillance for a while because of suspected drug activity there. On Sunday, it was the site of four arrests on weapons and drug charges.


Moments after midnight on Sunday a deputy had seen a black Chevrolet pick-up leave a gas station on Palm Coast Parkway and fail to stop at a stop sign. The deputy initiated a traffic stop, but the driver of the truck sped off and fled, running a red light and driving recklessly. The truck was traced to 21 Fort Caroline, where it was seen driving from the previous day, when an Infinity that had also fled from law enforcement was also seen there.

That Infinity had been reported stolen by Angela Schatz, 36, who’s been at the Flagler County jail since Oct. 27 on a contempt of court felony: she too lived at the Fort Caroline house, but, in what may be a bit of creative policing that eased the way to a search warrant for the property, she told deputies at the jail that  no one had permission to drive the vehicle and signed a stolen-vehicle affidavit.  

Deputies confronted the occupants and located the man who’d been driving the Chevrolet: Keith Williams Jr. With him as a passenger was David Connelly. He was not immediately arrested.

During that encounter, deputies observed drug paraphernalia in plain sight at the house, leading them to secure a search warrant. Deputies surrounded the house first and watched residents walk in and out, with the 2002 Infinity parked up front. At one point, according to an arrest report, three deputies “opened the front door” and called out to residents. Jessica Kumpf Coubrough, 55, and another man exited the house. Coubrough consented to a search of the house for additional suspects. Williams was found in one bedroom, as was Angelo Walsh, 35, and Matthew Brown, 23.

All three along with Coughbrough were arrested. A fifth individual at the house, Cameron Misenhelter, 18, declined to speak with deputies. He was not arrested.

The search warrant was in hand at 2:30 p.m. As deputies searched, they turned up a .40-caliber High Point semi-automatic pistol with a hollow-point bullet in the chamber and another bullet on the floor, near to the gun, which was in an open canvas bag on top of a futon. Some 29 9 mm bullets were located in an ammunition box under a mattress. The weaponry would not have been an issue had Walsh and Williams not been convicted felons, who are prohibited from owning guns or ammunition.

The guns themselves, deputies discovered, had been stolen in Flagler County.

As the search continued, drug paraphernalia—tin foil with dark burnt residue and straws with white residue—was also found, along with prescription pills (including hydrochloride), syringes, liquid residue and other telltale signs of meth use. Actual meth was also found.  

Brown was arrested for possession of Alprazolam, possession of a controlled substance, possession of methamphetamine, and possession of drug paraphernalia. He is being held at the Flagler County Inmate Facility on an $8,000.00 bond. Coubrough was arrested for possession of methamphetamine and possession of drug paraphernalia. She is being held on a $3,000 bond. Walsh was arrested for two counts of possession of a firearm or ammunition by a convicted felon, grand theft of a firearm, possession of a legend drug without a prescription, possession of drug paraphernalia, grand theft auto, and driving with a suspended driver’s license. He is being held on a $16,500 bond. Williams was arrested for two counts of possession of a firearm or ammunition by a convicted felon, grand theft of a firearm, possession of a legend drug without a prescription, possession of drug paraphernalia, fleeing and eluding, and knowingly driving with a suspended driver’s license. He is being held on a $16,500 bond.

All four have extensive previous arrest records: aside from Coubrough, who has about half a dozen arrests, all have been arrested more than a dozen times. None had bonded out today.

    The cleanup continues as Rick Staley keeps the momentum alive and strong. Drug dealers need to get the heck out of Palm Coast in a hurry as this sheriff Staly sleeps dreaming of locking up every single one of them. He knows the ropes very well and you have been warned. People need to report any suspicious activity in their neighborhood so Staly and team members cart these pieces of shit away.

    Sheriff Staley doing a GREAT job!! Keep at it! And, the officers who never really know what they’re walking into. Semi-automatic weapons…ridiculous!!! All been arrested numerous times before…lock them away and KEEP them locked up. And, to those putting Palm Coast down…show me another city that doesn’t have these problems…Palm Coast has the same problems as any other city..but with nicer weather and views. A lot of really nice people here who pitch in and help. The last hurricane showed that. If you don’t like it here….please, feel free to move on.

    Too bad that the long list of arrest on these felons shows “the good work of our sheriff present and past” but then when they go to their hearings in court the DA lets them go under “Announcement of No Information” because as drug addicted is too costly to send them to prison and rehab…What about using our taxes for what are intended to give us the services we pay for? These felons all need enough long term in prison to get rehab so please DA do your work and do not give the judge the usual “Announcement of no Information on these felons cases to release them on bond/bail to come back to our communities to start their business allover again. We sure know Mathew Brown invited by a wealthy resident to his residence for “services” among families with school age children and elderly, something we fought off for 2 years and looks like maybe finally we achieved success working together with our Sheriff officers.Unfortunately these cases take time to resolve.

    Palm Coast is not better or worse than other cities. These problems take place anywhere in the USA with the drugs epidemic in America. I do not justify these felons, but I believe that they are the social result of frustration at the never ending wars we are embroiled in and the losses of jobs due to greed. Millions are having mental and financial hard times for decades now and maybe resort to these activities to cope with…maybe.
    Letting them loose on bail because is too costly to incarcerate them is not the solution, they need to be in prison while get rehab treatment otherwise our sheriff take them to county jail in vane.
    I consider Palm Coast safer at this point that the city in Texas were all those innocents were shot in church and better than Bowling Green Ky were a Senator was beating almost to death by his neighbor over yard debris.http://www.newsweek.com/sen-rand-pauls-ribs-were-broken-fight-over-leaves-yard-waste-report-703564

    Staley and Flagler County should be recognized for their effort to try to clean up the drug mess here, they are,making a diffetence. Will it ever be drug free , will the answer is probably the same as,can you kill every mosquito and flea in the county , you get rid of some and keep working but the use has to stop before the suppliers stop, so I think we have to bust them all buyers beware, sellers beware. Your ruining your lives, your families and putting people in harms
    Look for a better life. If you want to be wild , see if there is a zoo or jungle somewhere for you.

    What is now the City of Palm Coast should have never been. Flagler County was completely ruined and changed forever when they began filling in the wetlands and developers started building homes. Damn shame.

    A drug house? In Palm Coast? No. Surely it’s some joke. I have at least two by me and my mother-in-law has one by her. It’s not rocket science. Camden, NJ has less drug houses than this place.

    All have extensive and felony records, yet their bonds are set very low. I believe you only need 10% of the bond to get out of jail. When will we, as a society, learn that these scumbags need to be removed from the rest of society for a long, long time. Also, why don’t gun owners, like myself, adequately secure their weapons from losers like these? You make the rest of us look bad.

    Hey all I see here is a bunch of hate but have u people ever thought about thinking about what u say before you say it the bitch gave the keys to my good friend for 200 dollars also the guns were for protection against real crazy people in this harsh world we live in . Yeah it’s me MATT BROWN we all have problems it PC name 3 people not on drugs to escape reality because of going through horrible times I can think of a thousand worse things then drugs like murder chomos aka child molesters and people that hate other people for the mistakes they make we are all people we all have demons so don’t judge the hell with the haters I learned by my mistakes and so has my family love u big bros and mama dukes the Lord is the only one who can judge us so don’t feel desciminated agianst and I know now that I’m out I have a job off drugs and living in a drug free environment so that shows any human can change like the Lord Said never hate and always love one another cause it’s the hate in the world that destroys it. God bless even the haters ps we aren’t bad people just at the wrong place at the wrong time LOVE U FAM pss these people brought me in even before my own family so for that I will always love y’all FREE BEEFY mama dukes

    And also all the wrong choices I’ve made in my life was my own fault and I can’t blame anyone for the demons that I had. I bet I had a lot more then a lot of people I know I went from living in a 500,000$ house and a $2,000,000 cottage in Canada thanks to my mom and my grandparents who gave me the world to living in the woods and having absolutely nothing when I lost my grandparents and because I made a lot of wrong choices in my life witch includes drugs aka( my demons ) witch no one is perfect but the Lord and when I lost everything the 3 people that everyone wants to put down for the mistakes they made in their lives witch ever body has Kevin,Angelo, and Jessica aka my big bros and mama dukes that taught me a lot and tried to teach me that there’s better things in life for me and were there for me when I had nothing to give in return not even 5 dollars to my name they did for me that I bet not one of you haters would do for me knowing I was a bum / drug addict for 2 yrs all they showed me was family love and compassion and I thank the Lord for them every day and now I’m out of jail sober gained 40 lbs and feeling amazing being off the drugs well that’s my story for anyone that thinks it’s impossible just read this and you’ll learn anyone can change good bless and thanks for reading
