Flagler County’s Scott Simon Achieves Highest Code Enforcement Certification Level in Florida

Flagler County Code Enforcement Officer Scott Simon achieved the highest certification level in the State of Florida. The certification is provided through the Florida Association of Code Enforcement (FACE).

“It is important to keep up with the latest training for the benefit of our residents,” Simon said. “It’s our job to ensure safety within the community. Code enforcement issues are ultimately about public safety.”




The Florida Association of Code Enforcement was established to study and advance the science and practice of code enforcement statewide through training, certification and the exchange of ideas, information, and techniques, according to its website. It has developed a comprehensive professional development program in coordination with the John Scott Dailey Florida Institute of Government that consists of four certifications:

Administrative Aspects of Code Enforcement,
Fundamentals of Code Enforcement,
Legal Issues in Code Enforcement,
Officer Safety and Field Applications (required physical component).

Courses take between 30 and 40 hours to complete and are taught by a Florida Institute of Government affiliate. Code enforcement officers must attain a score of 75% or higher on exams within three years of completion.

“It is rigorous training,” Simon said. “It is well worth the effort to remain current.”

County Administrator Heidi Petito expressed her appreciation for Simon’s efforts.

“We are very proud of Scott’s recent accomplishments,” Petito said. “His diligence, self-motivation as well as dedication to always go the extra mile for Flagler County is evident by his ongoing commitment to the residents we serve.”

The Florida Association of Code Enforcement is a non-profit, member-driven organization that was established in 1989, and currently serves almost 2,200 members. Members include professionals involved in the enforcement of health, safety, and environmental regulations, or otherwise responsible for the enforcement of municipal, county, regional, state, or federal codes in the State of Florida.

    Congratulations Flagler County. I had the pleasure of meeting Scott during his code investigation in my area. I seen he was busy, however I needed to ask him a question on an issue unrelated to codes. Unlike other government workers Scott didn’t push me to another department he took the time listened to what I had to say then made a few calls and got me the answer I needed. A true gentleman .

    How was this possible? There has been an unresolved situation , concerning an abandoned lot 8 Sycamore Street Flagler Beach.,going on for years now. Mr. Scott Simon claims the property is in litigations. So I suggested go after the tax payer. Considering Code enforcement, in this situation if there is a building on property ( Work Shop) .The property should be maintained. This Property has not been maintained in over 25 yrs. There are downed trees and other hazardous debree. Along with a loose fence encroaching neighboring properties. This should be considered a Safety Hazard. As the winds get stronger, it is a safety issue. It also takes the view away when you are moving your vehicle’s on and off. Our property. Nothing like taking a chance of running over a neighboring child riding their bike. Something to think about. It won’t be on my conscience, it should be on the Code Enforcer. As this issue has come up time after time, with no resolution. Time for a new County Government overhaul.

    Scott Simon , Highest Certification level, what a joke, Nothing has been done at 8 Sycamore Street, in over 10 years. It is hazardous and Safety issue unresolved in years, brings down the neighboring property value. What a disgrace to this County. The fencing and overgrowth is encroaching neighboring yards. Time for NEW CODE ENFORCER. Time to clean out Flagler County Official’s. Bring in some people with gusto!! Oh yeah he’s on spee# dial too, to no avail. Leave a message. .
