A Sexual Predator Released From Prison After 20 Years and Another on Probation Move to Palm Coast

October 30, 2020 | FlaglerLive | 11 Comments

In accordance with state law, the Flagler County Sheriff’s Office today issued a public advisory regarding the new residencies in Flagler of two sexual predators previously in state prison, now serving probation. Both were sentenced to prison for rape.

The individuals are Fabian Roger Padro, 58, who has moved into a house at 23 Woodfield Drive in Palm Coast, and Lori Ann Szmuc, 52, who moved into a house at 4 Pinnell Lane in Palm Coast. (The Sheriff’s Office provided an incorrect address for Padro in its release, mistaking the house number by one digit.)

The sexual predator designation indicates a more severe level of offense than that of sexual offender, and usually applies to individuals who have either violently sexually assaulted their victim, or if their victim was a child.

Szmuc, who turns 53 next month, was arrested in April 2011 in Orlando, when she was 44, after a 13-year-old boy told his mother that Szmuc raped her. The assaults started at Szmuc’s home when she and the boy were playing hide and seek. She would molest him as they hid.

She then forced him to behave as if he were her boyfriend, and a while later began raping him. There is no such thing as consensual sex with a victim the boy’s age. After the boy sought to break it off, Szmuc would show up outside the facility where the boy went after school, stare him down and make him feel uncomfortable, according to her original arrest report.

Szmuc was sentenced to five years in prison in June 2013, followed by 10 years of sex-offender probation. She’d originally been jailed in January 2012 and served a prison term until April 2016, when she was released to probation. She had been living in Daytona Beach, according to the Department of Corrections, before moving to Flagler, where she is renting a 1,600-square foot house for what Zillo advertised as $1,400 a month.

Padro was released from prison only six days ago, on Oct. 24, after serving 20 years. He is on probation until 2025. Like Szmuc, he was released from prison after serving 85 percent of his sentence, for good behavior.

Padro was sentenced to 25 years in Duval County in July 24 on convictions for armed burglary, kidnapping, and forcible rape of an adult woman. According to a Florida Times-Union in August 1999, Padro was a 36-year-olkd resident of the 100 block of Atlantic Gardens Circle in Jacksonville when he was arrested for “sneaking up behind a woman outside her home, holding a pair of scissors to her throat and raping her.”

Padro forced the woman into her home and “raped and sexually assaulted her for six hours.” Along the way, he smoked crack, told his name to the victim and told her where he worked and lived. He was arrested later the same day.

“While I would prefer they did not move to Flagler County, it is our policy to notify our community when a registered sexual predator moves to our county,” Sheriff Rick Staly said. “Detective Crosbee from our Sex Offender Unit has also verified both sexual predators’ addresses in person and notified all
schools and registered daycares within a one-mile radius of each sexual predators’ address. They know we know they are here and we are watching.”

Private landlords have no restrictions. Most apartment complexes here are not concerned with credit or criminal records , as long as you have cash to put down.
Palm coast is the hot spot for trash. They know they can come here.
    Watch your kids and families.

A failure to blame on our real estate system.

Too many “private” landlords out there operating with no busniess license to begin with. They should be investigated as well. Also to blame are a lot of the apartment complexes and real estate agents who just don’t care and will gladly take your money.

If I have to have a background check to stay employed and to volunteer you should require one from tennants. Florida is a transient state. And it’s to easy for people to move down here with warrants and a rap sheet from somewhere else.

Sounds like housing is something that’s going to sadly need a bit more regulation in the future. These are only the pedos we know about. How many more are out there living where they aren’t supposed to? Because someone wanted a quick dollar.

$1400 a month for rent? Where is this criminal coming up with the money? I wish we could put them all together on an island far away from here.

I also wonder where this woman is getting $1,400 for rent and she just got out of prison.
She’s living in a neighborhood full of children. Watch your kids!
And now this guy can kidnap other women to rape.
So sad for us law abiding citizens. Thank you for reporting on this.

They served their jail time and are now serving their probation! Let them rebuild their lives! POTUS Trump gives people a second chance therefore we should do the same! Of course we should always be watchful! Remember the RNC which showed the Black woman that POTUS Trump pardoned!

In the neighborhood where I grew up almost every Dad was a veteran of WW2 or the Korean war, the way the town got started was the company that built all the houses had big signs saying “GI’s…houses $3000, no money down ” this was in the late 50s early 60s, if you ever seen the movie “Gran Torino” the part Clint played was a composite of every Dad in the neighborhood , we had zero crime, people like these sex molesters would be not welcome. I’m not saying right or wrong , however ,it worked and I kind of liked that .In all honesty, with some of the Dads in the road I lived on ,if someone molested their kid , the molester might have got beaten half to death, again ,not saying right or wrong, its just the way it was back then and the cops didnt interfere..

cant discriminate….Realtors can lose their license in a heartbeat for discrimination. I didn’t know that i needed a license to rent out my home. Sure its bad what they did, but they DID serve their time that the judge gave them, right? So now they must serve ‘life’ outside of prison too?
    View from other side …..
Why don’t we have a “convicted Murder list”? Wouldn’t it be important to know if your next door neighbor just got out of prison for killing 2 people? kids or adults?
Say a suspect gets “life” in prison for killing a family. In FL “Life” is 25 years. Suspect gets out early for good behavior etc…. out in 15 years. You get a pissed off violent neighbor, but you’d never know.
Rape is horrible, Murder kind of is too, no?

Get a life. She stole a young boys childhood. He raped a woman. Who are you what type of person are you… they belong in prison for life. If it were your son or wife I don’t imagine you’d say the same. Bless your heart.
