Steven Howard, a 13-year veteran, was on patrol just north of Palm Coast Parkway when he lucked by a driver in severe distress, seizing or possibly having a stroke, and was able to immediately intervene and ensure the dispatch of a rescue unit. Pius 15 months ago was in critical condition after a truck ran into his scooter. His recovery lasted seven months, and Monday’s rescue showed him–and his crew–in full form.
