When the Hatch Act was passed in 1939, to reform the civil service, one of its reasons had been to counter allegations that the Democratic Party had used Works Progress Administration workers to shill for it in the 1938 election.

The federal Hatch Act prohibits candidates for office from holding jobs that are federally funded. County Commission Candidate Frank meeker’s job at the St. Johns River Water Management District does not violate the act, as local Republican opponents claimed in August.

The Safe Haven Center for severed families needing a supervised, safe place for children’s visitations or exchanges, would spare families trip to Volusia or St. Johns–or meeting around the flagpole at the courthouse. The $400,000 federal grant was secured and executed by a group of local government and non-governmental leaders led by Judge Raul Zambrano, Commissioner Barbara Revels, and Abby Romaine, a candidate for the commission.

A complaint alleges that Frank Meeker, the Palm Coast council member running for county commission, is violating the Hatch Act, which prohibits employees of any agency receiving federal dollars from running for office. Meeker works for the St. Johns River Water Management District, which gets 0.4 percent of its revenue from the federal government.
